                <text>AbstractThe United States under President Donald Trump administration is marked by several government policies aimed at returning US leadership to the world political arena in both the economic and security fields. He argues that economic policy through the doctrine of America First will save income and create jobs for Americans and will help restructure the US economy. This paper describes the impact of America First's doctrine on US trade relations with South Korea. Refering to the history of US trade relations, the free market system has become a priority in international negotiations, both through bilateral and multilateral agreements. It examines South Korea has come out of the spirit of free trade agreed by the two countries. Since the implementation of Korus FTA until 2017, South Korea has adopted a policy pattern that initially did not comply with the poin of agreement. In March 2016, the senate head of the financial commission sent a letter to the South Korean ambassador discussing the implementation of commitments to data flow, transparency and predictability of pricing and reimbursement of pharmaceutical products and medical devices, and the possibility of US companies investing and operating with companies South Korea. The proposal for renegotiation was approved by South Korea in October 2017, which agreed to hold discussions for modification and amendment and fulfill the necessary domestic procedures in December 2017.Keywords: America First Doctrine, Foreign Policy, Korea, Negotiation, Trade</text>

                <text>Penyebab konflik berkepanjangan antara Israel dan Palestina telah menjadi perdebatan sejak konflik ini bermula di awal abad 20. Berbagai penelitian telah menjelaskan faktor-faktor penyebab konflik melalu berbagai instrument dan teori. Tulisan ini ingin menganalisis penyebab konflik dari sisi budaya politik masing-masing bangsa dengan menggunakan teori Budaya Politik dari Gabriel Almond dan Sydney Verba. Analisis akan dilihat dari tiga komponen. Pertama, sistem budaya, proses budaya, dan kebijakan budaya Israel dan Palestina. Kedua, orientasi perilaku masing-masing bangsa terhadap sistem politik. Ketiga, respon dan perilaku Israel dan Palestina terhadap kebijakan luar negeri dan dalam negeri di dalam sistem politik. Tulisan ini menilai bahwa penyebab konflik terjadi akibat adanya benturan kepentingan dan kepercayaan dari kedua pihak yang melekat pada budaya politik masing-masing. Israel meyakini bahwa tanah yang mulanya ditempati bangsa Palestina merupakan hak mereka yang diamanahkan kepercayaan mereka. Tidak hanya itu, misi pergerakan Zionisme juga menjadi salah satu sumber konflik berkepanjangan ini. Kemudian, nilai-nilai ini berbenturan dengan budaya politik bangsa Palestina sebagai bagian dari bangsa Arab. Tulisan ini menyimpulkan bahwa penggunaan teori budaya politik cukup untuk menjelaskan akar permasalahan Israel-Palestina selama ini dalam ranah identitas dan perilaku kedua bangsa berdasarkan kepentingan politiknya masing-masing. Namun, penggunaan teori ini kurang dapat menjabarkan dengan detail sejauh mana budaya politik bangsa Palestina menjadi akar dari konflik abadi ini.                 <text>Artikel ini membahas bagaimana konteks ideasional, khususnya nation building, menjadi konteks yang mendasari bergabungnya Singapura ke dalam Dewan Arktik sebagai observer. Dalam analisis digunakan data-data kualitatif yang diperoleh melalui metode pengambilan data studi pustaka, yang kemudian dianalisis menggunakan metode analisis wacana untuk memperoleh interpretasi tertentu mengenai motif internal Singapura dalam keterlibatan di Dewan Arktik sebagai observer. Dalam penelitian ditemukan bahwa konteks nation building dapat menjadi relevan dalam menjelaskan keterlibatan Singapura dalam Dewan Arktik karena internalisasi berulang nilai pragmatisme, yang merupakan hasil dari proses nation building Singapura, dalam rational choice yang dianut oleh pengampu kebijakan Singapura. Internalisasi normatif tersebut kemudian mempengaruhi bagaimana Singapura memandang fungsi rezim internasional untuk menunjang survivability nya sebagai sebuah negara dengan sumber daya terbatas. Pada akhirnya, rational choice berbasis pragmatisme tersebut kemudian mendorong keterlibatan Singapura dalam Dewan Arktik, dan bentuk keterlibatan Singapura dalam rezim internasional tersebut pun mengikuti nilai pragmatisme yang telah terinternalisasi tersebut.  Kata Kunci: Nation-building, Singapura, Dewan Arktik, Rezim Internasional</text>

                <text>Renewable energy is expected to support the sustainable development whether in terms of environment itself, or in economic and social. Biofuel as the product of palm oil is one of the renewable energy sources that can answer the problems that caused by fossils fuels such as greenhouse gases (GHG), limited availability, and the volatile price. Biofuels is environmentally and economically friendly that can help to reduce GHG, affordable, and renewable which then make it sustainable. Indonesia as the biggest producer of palm oil becomes the importer of biofuels for other countries especially European Union (EU) as one of biggest importer of palm oil from Indonesia. EU has big concern on sustainable energy which provides European Union Renewable Energy Directive (EU RED) 2009 for a sustainable palm oil. Indonesia gave response in creating government regulation of Indonesian Sustaianble Palm Oil (ISPO). Question raised: How did the Government Regulation from Minister of Agriculture No. 19/PERMENTAN/OT.140/3/2011 about ISPO adjusts the EU-RED biofuels sustainable criteria while protecting the Indonesian palm oil export activities to EU (2009-2014)? The result of this study is that the principles and criterion consist in the ISPO meet the criterion from biofuels sustainable regulated in EU RED. It has the same goals of sustainable criteria for palm oil. In addition, the ISPO gave great impact for the demand of EU for Indonesian palm oil. Thus, the ISPO has big potential to reach the goals of sustainable palm oil and protecting Palm oil market to Europe in the future.</text>

                <text>The strategic value of the Central Asia region attracts Russia, United States (U.S.) and China to try to get closer with the region. The abundant energy reserves and strategic location to spread military influence leads Central Asia becoming a strategic arena. Seeing the competition of external interested parties in Central Asia, it increases the awareness of Russian Federation as the major power which has already become a dominant actor on that region since the collapse of Soviet Union; as the big brother of former Soviet Union, Russia feels the stabilization of the region becomes Russian responsibility.  To prevent the spreading of external major powers on the region and to manage the power balance in Central Asia, Russia sets its military strategy to keep its military influence in the region. The main focus of this article is presenting the implementation of Russian military strategies by utilize its strategic partnership with Kazakhstan as the shortcut to succeed the implementation of those military strategies.</text>

                <text>One of the main issues in international relations today is about the security of (natural) resources. Water is now increasingly viewed as one of strategic resource that has to be secured. In this context, water security and international relations are often intertwined. It can lead to either interstate cooperation and even conflict. This paper discusses the importance of water management in the Mekong river. This river flows from China, to Myanmar, Thailand, Laos, Cambodia and ends in Vietnam. Mekong river is also one of the world’s greatest and resource rivers. This paper argues that the water security management in the Mekong River is not only crucial for the above countries but it is also playing a very significant role in the regional stability in Southeast Asia.</text>

                <text>Humanitarian crisis is one of the critical problems in international relations which threaten the security. Humanitarian crisis could be caused by many factors, either originated by human activities or environmental degradations. It changed the idea that threat could only be state related, but it could also directly be impacting the people. This article argues that in order to manage this problem, there is the need to shift the perspective in seeing security from traditional (state-centric) to non-traditional (people-centred) to build effective policy. It also argues that environmental security is a part of human security, both have close linkage of action and reaction. The case in the Lake Chad Basin shows that there is a threat to human security from the environment, either it is coming from the water crisis in the lake and the impact of climate change.</text>
