                <text>This book scrutinizes how contemporary practices of security have come torely on many different translations of security, risk, and danger.Institutions of national security policies are currently undergoing radicalconceptual and organisational changes, and this book presents a novelapproach for how to study and politically address the new situation.Complex and uncertain threat environments, such as terrorism, climatechange, and the global financial crisis, have paved the way for new forms ofsecurity governance that have profoundly transformed the ways in whichthreats are handled today. Crucially, there is a decentralisation of themanagement of security, which is increasingly handled by a broad set ofsocietal actors that previously were not considered powerful in the conductof security a!airs. This transformation of security knowledge andmanagement changes the meaning of traditional concepts and practices,and calls for investigation into the many meanings of security implied whencontemporary societies manage radical dangers, risks, and threats. It isnecessary to study both what these meanings are and how they developedfrom the security practices of the past. Addressing this knowledge gap, thebook asks how di!erent ideas about threats, risk, and dangers meet in thecurrent practices of security, broadly understood, and with what politicalconsequences.This book will be of interest to students of critical security studies,anthropology, risk studies, science and technology studies andInternational Relations.</text>

                <text>This book explores the evolution of the 30 functioning multilateraldevelopment banks (MDBs). MDBs have their roots in the growing systemof international finance and multilateral cooperation, with the firstrecognisable MDB being proposed by Latin America in financial cooperationwith the US in the late 1930s. That Inter-American Bank did not eventuatebut was a precursor to the World Bank being negotiated at Bretton Woodsin 1944. Since then, a complex network of regional, sub-regional, andspecialised development banks has progressively emerged across theglobe, including two significant recent entrants established by China andthe BRICS.MDBs arrange loans, credits, and guarantees for investment in memberstates, generally with the stated aim of fostering economic growth. Theyoperate in both the Global North and South, though there are more MDBsfocusing on emerging and developing states. While the World Bank andsome of the larger regional banks have been scrutinised, little attention hasbeen paid to the smaller banks or the overall system. This book providesthe first study of all 30 MDBs and it evaluates their interrelationships. Itanalyses the emergence of the MDBs in relation to geopolitics,development paradigms and debt. It includes sections on each of the banksas well as on how MDBs have approached the key sectors of infrastructure,human development, and climate.This book will be of particular interest to researchers of developmentfinance, global governance, and international political economy.</text>

                <text>With the Covid-19 pandemic dominating the agenda, it seems almostnatural that it be associated with another buzzword: populism. As thepandemic advances, it seems that the prediction of populism surviving thepandemic due to its own diversity has been proved right, given thevariation in responses by populists around the world. One commondenominator stands out though: populists across the political spectrumunderstood the benefits of performing the Covid-19 crisis as a tool tostrengthen their political positions. They tried to politicize the pandemic toincrease the antagonism between the people and the elites. In this article, Iintroduce the notion of crisis as both a construct and a performance, and asa useful concept to analyze populist reactions to the pandemic. I argue thatnotwithstanding the attempts to politicize the pandemic, the Covid-19 crisisended up imposing its own reality. In other words: the crisis could not beowned by politics.</text>

                <text>Drawing on the concept of vaccine diplomacy, the article analyses Russia’se!orts to promote its Sputnik V vaccine and the repercussions this had intwo Central European EU member states which authorized the use of theRussian vaccine. The authors argue that for Russia, Sputnik V promotionwas significant both as a business project and as a political enterprise, as itwas supposed to enhance Russia’s international status and help it inovercoming its post-Crimea isolation from the West. The results weremixed, however, as Russia’s international credibility had been underminedby its previous policies. Thus, in Hungary the vaccine managed to gainsome traction thanks to a government that preferred importing non-EUcertified vaccines as part of its larger policy of fostering closer ties with theauthoritarian great powers in Eurasia. In Slovakia, the vaccine deal withRussia caused a political crisis but eventually resulted in a very poorperformance of Sputnik V as compared to EU-certified vaccines.</text>

                <text>This contribution reviews and comments on recent scholarship on thepolitics of the COVID-19 pandemic, focusing on how vulnerability wasconstructed and studied. We reflect on the various meanings ofvulnerability and suggest political science should go beyond individualizedand identity-based approaches and see the pandemic conditions as sharedand embedded within the already existing social, political, and economicstructures. We also examine how our previously identified discursive framesof science and security work in the context of the later pandemic stagesand the vaccination rollout and note how these frames continue to rendercertain lives ungrievable. Our contribution is intended to add to thegrowing interest in using the concepts of vulnerability, precariousness, andprecarity in studies of politics and international relations, as well as incritical studies of public health and the coronavirus pandemic.</text>

                <text>An emerging literature has shown concerns about the impact of thepandemic on the proliferation of digital surveillance. Contributing to thesedebates, in this paper we demonstrate how the pandemic facilitates digitalsurveillance in three ways: (1) By shifting everyday communication to digitalmeans it contributes to the generation of extensive amounts of datasusceptible to surveillance. (2) It motivates the development of new digitalsurveillance tools. (3) The pandemic serves as a perfect justification forgovernments to prolong digital surveillance. We provide empiricalanecdotes for these three effects by examining reports by the Global DigitalPolicy Incubator at Stanford University. Building on our argument, weconclude that we might be on the verge of a dangerous normalization ofdigital surveillance. Thus, we call on scholars to consider the full effects ofpublic health crises on politics and suggest scrutinizing sources of digitaldata and the complex relationships between the state, corporate actors,and the sub-contractors behind digital surveillance.</text>

                <text>What are the effects of populists in power on democracy during apandemic? The paper seeks to distinguish the extent to which the COVID-19pandemic can (not) be traced to democratic erosion and democraticresilience. Are the changes in the quality of democracy resulting frompolitical leaders' actions or rather a path-dependent continuation ofprevious trends? This contribution focuses on two paths – democraticerosion and democratic resilience – in the Visegrad Four countries (theCzech Republic, Hungary, Poland, and Slovakia), which are all governed bypopulist leaders. It builds on previous literature that focused principally onthe first wave of the pandemic by focusing on institutional guardrails andaccountability (vertical, horizontal, and diagonal) during the 18 months ofthe pandemic. It seeks to answer the following question: What conditionsare necessary and sufficient to prevent democratic erosion?</text>

                <text>The discourse on the infodemic constructs the combination of thepandemic and disinformation as a new source of insecurity on a globalscale. How can we make sense – analytically and politically– of this newlypoliticized nexus of public health, information management, and globalsecurity? This article proposes approaching the phenomenon of theinfodemic as an intersecting securitization of information disorder andhealth governance. Specifically, it argues that there are two distinct framesof security mobilized in the context of infodemic governance: informationas a disease and information as a weapon. Drawing on literatures on globalhealth and the emerging research on disinformation, the paper situates thetwo framings of the infodemic in broader discourses on the medicalizationof security, and securitization of information disorder, respectively. Thearticle critically reflects on each framing and offers some preliminarythoughts on how to approach the entanglements of health, security, andinformation disorder in contemporary global politics.</text>

                <text>This paper focuses on framing as a social movement’s transnationalstrategy. Applying the cultural approach to framing analysis, it investigateshow the Gülen movement, as a social group with restricted access tonational gatekeepers, uses discourse to internationalise a domestic powerstruggle with a powerful opponent. Moving the struggle to theinternational arena presents a discursive opportunity that determineswhich ideas become visible and legitimate both internationally andnationally. The importance of such internationalization increases in times ofconflict and the media play a vital role in this process. The paper arguesthat the editors of the pro-Gülen movement foreign online platformsestablished after the movement was forced into exile following the failed2016 coup, use strategic framing to tailor their frames for the host contextand culture. That increases the resonance of their frames and the potentialof the discursive opportunity. The article confirms the previous findings thatmedia are a crucial resource for transnational social movements becausepolicymakers are sensitive to public opinion, which is shaped by mediaframes.</text>
