                <text>International order is now witnessing the declining efficacy and extremely fragile condition of multilateralism. Several states start to doubt and leave international treaties, agreements, organizations, and institutions. This circumstance led into the speculation of “Multilateralism Collapse". Yet, there is only a small number of International Relations scholars who attempt to detect the general pattern that indicate the fundamental reason of relevant states to withdraw from multilateralism manifestation. Hence, this study is a preliminary attempt to fill the gap by providing a concrete explanation on the reason why the multilateralism is failing. This paper argues that the growing cynicism among the relation of international actors is served to be the reason of multilateralism free fall. There are two types of cynicism which this paper has discovered, the cynicism as a trigger and cynicism as a statement. Cynicism as a trigger tracked whereby the relevant state’s withdrawal from the multilateralism manifestation is merely caused by a sense of distrust. On the other hand, cynicism as a statement is the expression of relevant states to justify its withdrawal action and distract world’s attention from its hidden interest. Since this study requires a specific and deep interpretation on sets of event and data, the utilization of qualitative method was considered effective. This study applied two theoretical frameworks, namely cynicism and multilateralism.</text>

                <text>Security is an important aspect for a state. In particular, regional security plays important role in influencing state policies and actions. This paper departs from the High Level meeting between South Korea and North Korea in April 2018 which then produces an output in the form of peace agreement, the Panmunjom Declaration. The declaration has different impact to Japan, because it becomes the turning point of the status-quo in the East Asia region. Relations between states are generally driven and motivated by interests rather than the shared identity. This paper aims to analyze the actions and responses of Japan as a pacifist state towards the changes in the constellation of East Asia relations after the Panmunjom Declaration. In the end of this paper, it is concluded that what happened in the East Asia region is accordance to the concept of classical realism theory. The Panmunjom Declaration surely is an international event marked as turning point of East Asia regional status-quo, but could not be claimed as the main factor to drive Japan revising article 9. However, Japan's alertness towards North Korea remains same. Even though it is not the main factor, but the Panmunjom Declaration made Japan interprets its position differently in East Asia, and has influenced Shinzo Abe's narrative to further strive for the revision agenda to be realized immediately.</text>

                <text>This is the first such study of the use of Internet by political parties in Indonesia. It also documents parties’ websites performance index and online popularity for campaigning in 2019. The purpose of this comparative study is to look at how the Internet was used by Indonesian political parties approaching the 2019 elections. Internet campaign consists of two parts: online presence through political party website, and political marketing through social media. Total of 16 parties participating the elections next year were examined for how they are utilizing official websites and social media platforms. We created an index based on list of website features (scoring system) and then classify it into 4 variables (information provision, mobilization, engagement, and technological sophistication) containing 43 features. We also visualise the descriptive statistical analysis on parties’ social media accounts using RStudio software. The study found that despite half of Indonesian national population is using the Internet, political parties were not yet achieving their maximum potential in using the digital media to disseminate political messages and propaganda. The quality of most of the websites have been subpar. In addition, the quality seems to have no relationship with the financial resources and the current parliamentary size of political parties. On average, official social media accounts run by parties has only been used in the last 3.25 years. Well-established older parties in Indonesia continue to engage with their constituents without heavily relying on social media. Yet, this situation is very likely to change in the future as parties’ elites are now beginning to look into this platform as they seek out to the millennials for electoral support.</text>

                <text>Serangkaian serangan teror yang terjadi di Prancis sejak deklarasi kekhalifahan ISIS pada tahun 2014 telah membuktikan bahwa ruang lingkup operasi ISIS tidak lagi terbatas pada wilayah mereka, melainkan telah menyebar ke seluruh dunia. Oleh karena itu, dengan dasar rencana Vigipirate, Perancis telah berusaha untuk memaksimalkan upaya mereka dalam menanggapi serangan, mulai dari persatuan nasional dalam menghadapi masalah terorisme, intervensi langsung terhadap pangkalan utama ISIS, operasi di dalam negeri, dan bahkan memproklamirkan keadaan darurat negara. Dengan menggunakan metode kualitatif, tulisan ini bertujuan untuk menganalisis implementasi kebijakan keamanan nasional Prancis dalam menanggapi ancaman tersebut.                 <text>The development of Information and Communication Technologies (ICTs) has brought many fundamental changes in the political practices. One of the main essential aspects of ICTs is internet. This internet plays an important role in developing the information age. Therefore, the information age contributes to the way in which we effectively and efficiently create and consume the information. In this research, we focus to see the role of technology that drives to the practice of netpolitik by both the public and political actors in Indonesia. Netpolitik itself is the combination between internet and politic. Then, we analyze how netpolitik is influencing and changing the political situation in Indonesia during the recent time. Then, we put several aspects in order to see the effects driven by the netpolitik. Finally, we conclude the research by a finding stating that the netpolitik has done a political transformation in Indonesia and it becomes a core engine in determining the behaviour of political actor and audiences.Keywords: Internet, Netpolitik, Public, Political Actors, ICTs, Digital Era, Transformation, and Indonesia</text>

                <text>This paper aims to analyze the importance of the Indian Ocean Rim Association (IORA) in strengthening Indonesian imagined community as archipelagic country. The idea has become more important following the rise of President Joko Widodo, who constantly pursuing maritime-oriented policies. This research will rely on official documents or literature that emphasize the status of Indonesia as an archipelagic country, as well as the international law that legitimizes Indonesia as an archipelagic country, along with  historical factors and policies of World Maritime Fulcrum in the current administration. This paper will then reveal Indonesian long hibernation as an archipelagic nation. It is through IORA Indonesia works strongly to implement its imagine community, in line with capacity to bridge the ideas leading to  the world maritime fulcrum. The results of this study indicate that there are interconnections surrounding the legitimacy of international law, the historical factors, the ongoing state policy, as well as state involvement in help establishing IORA. All ideas support the Indonesian dream of establishing its own imagined community.</text>

On June 2011 through mandate that was given by General Assembly, the 66/811 report was released by United Nations Secretary General on titled “Strengthening the Role of Mediation in the Peaceful Settlement of Disputes, Conflict Prevention and Resolution”. One of fundamental points is the need of inclusiveness in conflict resolution by inviting the non-state actor. Later, the report convinces us on the importance of innovation within mediation by utilizing all actors, whether state or non-state actors. Although, every actor have different capabilities and resources, empowering those actors in dispute settlement process might be the right option. Besides, mediation in which third party involved has to be able to understand nature of the conflict on the ground. Thus, help achieving effective peace process. This writing elaborate the nature conflict and mediation and on how non-state actor play its role through mediation that happened in Rwanda and Aceh (Indonesia).</text>

                <text>One fact that is very often overlooked is that the ethnic Chinese in Indonesia, often referred to as Chinese Indonesians, play an important part in the diplomatic relations between Indonesia and People’s Republic of China (PRC.) The image that the majority Indonesians, especially the Muslim ones, have about the minority ethnic Chinese in Indonesia helps shape perspectives about PRC. Since the Chinese Indonesians have very often been discredited as pork-eating, ancestors-worshipping (which are deemed haram (forbidden) in Islam), rude, scheming, apolitical, greedy and only care about money, it is not a wonder that if coupled with the image of PRC as a closed country that is stuck in communism, the collective image of the Chinese in general can very well stand in the way of the two countries’ diplomatic relations. To counter this, in 2007 the PRC government through Confucius Institute launched partnerships with several major state and private universities in Indonesia. However, this essay focuses on Confucius Institute’s partnerships with Universitas Al-Azhar Indonesia (Al-Azhar University Indonesia (UAI)) in Jakarta and Universitas Muhammadiyah Malang (Muhammadiyah University Malang (UMM)) in Malang, East Java, as PRC government’s tool to engage Indonesia’s Muslim majority in cultural diplomacy for the success of PRC and Indonesia’s relations.</text>

                <text>Chinatown is a residential area inhabited by a group of ethnic Chinese. These settlements have been widely spread in various countries since hundreds of years ago and attracted the tourist all over the world. Nevertheless, the emergence of COVID-19 pandemic since 2019 has affected the existence of Chinatown as well as the increase of ethnical violence “Asian hates” in US. The purpose of this research is to analyze the implications COVID-19 toward the Chinatown and the rise of ethnical violence. Hence, the response of international cultural and social policy will be the framework in analyzing the phenomenon. This research uses descriptive-qualitative method that mostly collects secondary data such as books, journals, newspapers, magazines, news portals, articles, official websites, and so on. Through this method, the research found that the COVID-19 has significantly affected the rise of ethnical violence in most of the Chinatown in the US. However, the international cultural and social policy has responded that the COVID-19 is not only affecting the health sector yet also the social and cultural sector. The fact that cultural and social sector are vulnerable in pandemic situation should obtain the attention from various stakeholders including government and their policies. Furthermore, there are alternative strategies – cultural and social policy approach to prevent the increase number of ethnical violence occurred, especially for the future pandemic.</text>
