                <text>Europe is confronted by a painful paradox; while the idea of ‘Europe’ conceptualizes the European Union as a champion of liberal democracy, human rights and equality, the position of the Roma clashes with this vision. This paper looks at human rights and exclusion in Europe with specific emphasis on the Roma ethnic minority and argues that prevalent anti-Roma discrimination in both Western and Central- Eastern Europe holds larger ramifications than merely the Roma’s constant position of alien, or “despised outsider”. The power of discrimination, popular culture and opinion in marginalizing the Roma effectively limits their equal exercise of civil, political, and human rights. The Roma therefore represent tangible limits to the ideas intertwined with European integration. It is argued that the unwillingness to address the issue of Roma exclusion on the local level within specific countries possesses the effect of creating a two-tier citizenship regime that possess the capacity for unraveling the social and intellectual aims of the European Project. Social, legal, and actual exclusion of the Roma therefore holds significant ramifications for social policy within an enlarging EU. The paper presents popular depictions of the Roma and illustrates the pervasive power of exclusion by examining events such as the 1993 Czech citizenship law; the 1999 construction (and subsequent debate over the dismantling) of a wall around Roma apartments in the Czech town of Ústi nad Labem, widespread use of physical violence and intimidation to discourage Roma settlement and racism in Central and Eastern Europe. These events suggest that the pan-European “identity” is far from constructed and that systematic and fundamental change in attitudes towards among elites and society at large and representations of the Roma is essential if the EU’s enlargement is to expand the protection of Human Rights on an equal footing throughout Europe for the Roma. Combating historical representations constructed by social and political elites of the groups such as the Roma as an other is of paramount importance if the Roma, and other ethnic minorities, are to be included as equal stakeholders in an enlarged Europe.

                <text>As demonstrated in any conflict, war is violent and causes grave harms toinnocent persons, even when fought in compliance with just war criteria. Inthis book, Rosemary Kellison presents a feminist critique of just warreasoning, with particular focus on the issue of responsibility for harm tononcombatants. Contemporary just war reasoning denies the violence ofwar by suggesting that many of the harms caused by war are necessary,though regrettable, injuries for which inflicting agents bear noresponsibility. She challenges this narrow understanding of responsibilitythrough a feminist ethical approach that emphasizes the relationality ofhumans and the resulting asymmetries in their relative power andvulnerability. According to this approach, the powerful individual andcollective agents who inflict harm during war are responsible forrecognizing and responding to the vulnerable persons they harm, andthereby reducing the likelihood of future violence. Kellison's volume goesbeyond abstract theoretical work to consider the real implications of animportant ethical problem.</text>

                <text>The world knows a constant development of technology applied in different sectors of activities: health, factories, homes, transportation, and others, one of the big axes that take a lot of attention today is the drone’s field. To communicate information a fleet of drones can use different communication architectures: centralized communication architecture, satellite communication architecture, cellular network communication architecture and a specific AdHoc communication architecture called the UAANET drones architecture. In our work we focused specifically on the routing of information inside the UAANET where we analyze and compare the performances of the reactive protocol AODV and the proactive protocol OLSR, when the UAANET use an applications based on the HTTP protocol, the FTP protocol, the database queries, voice application, and video conferencing application.</text>

                <text>This article, first delivered at The University of Queensland as the Naida Haxton AM Oration 2019, explores some of the components of the rule of law. It starts with building blocks in the common law system, including law reporting for the derivation of precedents. It describes the notable career of Naida Haxton and her approach to law reporting. It then extends to municipal and international law, including that relevant to universal human rights. In that connection, it describes the author’s work as chair of the United Nations Commission of Inquiry on North Korea. It explains its successes and disappointments. Finally, it concludes with the importance of building effective protections for peace and security and justice, including addressing existential challenges such as pandemics, global climate change, and the control of nuclear weapons. The author argues that these components of the rule of law are ultimately integrated and essential to the safety and protection of human beings and the biosphere everywhere.</text>

                <text>Tripping is one of buckling modes in stiffened plates which could be occurred in the stiffeners with high flexural rigidity and low torsional rigidity. Rule-base expressions for calculation of sectorial moment of inertia of angle-bar stiffeners are scattered. An expression for calculation of sectorial moment of inertia of angle-bar stiffeners is derived based on energy method and beam theory. Sectorial moment of inertia of different angle-bar stiffeners are calculated and compared with the values calculated by different classification society rules. It is found that some of the rule-based equations for calculation of sectorial moment of inertia of angle-bar stiffeners are inaccurate. Euler tripping stress of different angle bars are calculated by energy method and compared with rule-based equation and finite element method. It is found that, rule-based expression for calculation of polar moment of inertia of angle-bar stiffeners neglects one term, which could lead up to 10% overestimation of Euler tripping stress.                 <text>Reading success is largely determined by reading comprehension. Thus accurate assessment of reading comprehension is necessary to identify those who require remediation and to plan future instructions in classrooms. Sentence verification technique (SVT) is one of the methods of assessing comprehension and can function as a diagnostic tool in reading assessment. The aim of the current study was to determine whether the SVT could detect gender and grade differences in reading comprehension. The study targeted 1091 elementary grade students comprising both boys and girls who were assessed using the SVT. The students read two text passages selected according to their grade level and responded to four sentence types - original, paraphrase, meaning change and distracter sentences. Independent sample t test highlighted that girls were significantly better than boys with regard to reading comprehension ability. One way analysis of variance to analyse grade differences indicated that there were significant improvements in reading comprehension ability with higher grades, thus highlighting the sensitivity of SVTs in detecting developmental changes in reading comprehension. The findings of this study emphasize the diagnostic potential of the SVTs with regard to identifying children with reading comprehension difficulties which in turn would help in planning their remediation. These SVTs can be easily developed by school teachers and other non-psychometricians for the purpoe of identifying students requiring assistance. The paper will discuss the finding, purpose and uses of SVT along with its classroom implications.</text>

                <text>The aim of the article is to analyze the change of the Russian Federation’s international image in the light of two significant events: the Olympic Winter Games in 2014 in Sochi and the annexation of Crimea. According to the first hypothesis, one of the main aims for hosting the Olympic Games was to improve the international prestige of Russia. Shortly after the Olympics Russia increased its activity in Eastern Ukraine, which resulted in the annexation of the Crimean Peninsula. Therefore the article is also aimed to investigate whether by annexing Crimea Russia squandered the possible positive effects of hosting the Olympics in terms of its international image.</text>

                <text>This article explores the state of Russia-Canada relations 2014-2020, and identifies areas where cooperation is possible. The bilateral relations are deeply affected by the overall crisis in Russia-West relations, and are at the lowest point since the end of the Cold war. The war of sanctions and accusatory rhetoric by officials from the both sides have come to the forefront. However a “niche cooperation” between Russia and Canada is possible in the areas where both sides can find common interests. Cooperation on non-political issues, using instruments of alternatives diplomacies: track-2 diplomacy, paradiplomacy, business diplomacy and parliamentary diplomacy, are all viable approaches, and provide the potential for a positive experience of interaction in the period of crisis. One of the most promising dimensions of Russia-Canada cooperation is interaction in the Arctic region in bilateral and multilateral frameworks.</text>

                <text>Drawing on the concept of vaccine diplomacy, the article analyses Russia’se!orts to promote its Sputnik V vaccine and the repercussions this had intwo Central European EU member states which authorized the use of theRussian vaccine. The authors argue that for Russia, Sputnik V promotionwas significant both as a business project and as a political enterprise, as itwas supposed to enhance Russia’s international status and help it inovercoming its post-Crimea isolation from the West. The results weremixed, however, as Russia’s international credibility had been underminedby its previous policies. Thus, in Hungary the vaccine managed to gainsome traction thanks to a government that preferred importing non-EUcertified vaccines as part of its larger policy of fostering closer ties with theauthoritarian great powers in Eurasia. In Slovakia, the vaccine deal withRussia caused a political crisis but eventually resulted in a very poorperformance of Sputnik V as compared to EU-certified vaccines.</text>
