Though never a bastion of participatory democracy and even subject to continuous criticism due to its democratic deficit, the European Union (EU) has provided hope to those who envision a post-national democratic political community. As such, whether the EU survives its present crisis or not, cosmopolitan democrats will look to the EU as a vindication of their ideals. Though perhaps surprising given their track record, this paper will argue that political scientists, especially those concerned with democratization, can also be optimistic about what the EU has brought to the table in terms of how we conceive processes of democratic development. Throughout the paper it will be demonstrated that the creation and maintenance of the European democracy has challenged much of the literature's fundamental assumptions of what makes democracy work. Five key lessons from the European democratic experience will be presented in an attempt to disrupt some of these assumptions including lessons regarding the diversity of the demos, the contingency of democratic upkeep, the challenges of the state, the role of elites in political transformation, and the necessity of exclusion within inclusive spaces. Several states start to doubt and leave international treaties, agreements, organizations, and institutions. This circumstance led into the speculation of “Multilateralism Collapse". Yet, there is only a small number of International Relations scholars who attempt to detect the general pattern that indicate the fundamental reason of relevant states to withdraw from multilateralism manifestation. Hence, this study is a preliminary attempt to fill the gap by providing a concrete explanation on the reason why the multilateralism is failing. This paper argues that the growing cynicism among the relation of international actors is served to be the reason of multilateralism free fall. There are two types of cynicism which this paper has discovered, the cynicism as a trigger and cynicism as a statement. Cynicism as a trigger tracked whereby the relevant state’s withdrawal from the multilateralism manifestation is merely caused by a sense of distrust. On the other hand, cynicism as a statement is the expression of relevant states to justify its withdrawal action and distract world’s attention from its hidden interest. Since this study requires a specific and deep interpretation on sets of event and data, the utilization of qualitative method was considered effective. Even if these “new” technologies open up totally new teaching and learning experiences the current use is strongly dominated by simple technology provision. With a special course—designed for engineering students—the authors want to change this and go more into the direction of meaningful interaction and collaboration with the help of mobile devices throughout the learning process. The course is developed to give the students the opportunity to use tablet PCs in context of their studies and simultaneously to improve their ability in the field of scientific working processes. Making use of the online tool Evernote supported this aim. This tool allows users to work out and share digital notebooks and with this to organize as well as document a working process. In this case it was used to support a scientific research process from the beginning to the end. As Evernote can be used with an mobile app it easily can be used on tablet PCs. Hence, it supports the course idea of using mobile devices in perfect way. The course itself is divided into four face-to-face meetings and three working phases. By taking part in the course the students go through their own research project with explicit steps—from having a new idea for research to the results’ presentation. The meetings are mainly used in order to introduce tools or techniques for research processes. During the working phases the students do their research, create presentations, a poster, and a scientific report. Based on the internal course evaluation and the students’ feedback we observed, that the combination of tablet PCs with the Evernote software is a good opportunity to show how mobile devices can be meaningfully integrated into higher engineering education.
