<text>The hybrid war in Crimea and Eastern Ukraine is linked to history, geography, demography, local and national power play, and International level power politics between the North Atlantic Treaty Organisation (NATO) and Russia. Russia has strong fraternal ties with Ukraine dating back to the 9th century and the founding of Kievan Rus, the first eastern Slavic state, whose capital was Kiev/Kyiv. The country has been under partial or total Russian rule for most of those intervening centuries, which is a big part of why one in six Ukrainians is actually an ethnic Russian, one in three speaks Russian as the native language (the other two-thirds speak Ukrainian natively), and much of the country's media is in Russian. It is also why the subject of Russia is such a divisive one in Ukraine: many in the country see Moscow as the source of Ukraine's historical subjugation and something to be resisted, while others tend to look at Russia more fondly, with a sense of shared heritage and history. Nikita Khrushchev and the Supreme Council of the Soviet Union transferred Crimea from under the government of the Russian Soviet Federative Socialist Republic to the government of the Ukrainian Soviet Socialist Republic in 1954. As both republics were a part of the Soviet Union, the move was largely symbolic and of little practical consequence.</text>

<text>The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post- Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia In Estonian politics. April 2007 created a new reality for relations between the countries. The decision to move the statues of Second World War Soviet soldiers from main squares to cemeteries provoked negative reactions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Russia, was blocked. The Estonian authorities know there is no point in maintaining conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia’s relationship with its biggest neighbour, Russia, can only get better. Russia play an incredibly important role in the Estonian economy and tourist industry, according to Andrus Ansip, the Prime Minister of Estonia.</text>

<text>The American Century began in 1941 and ended on January 20, 2017. Whilethe United States remains a military giant and is still an economicpowerhouse, it no longer dominates the world economy or geopolitics as itonce did. The current turn toward nationalism and “America first”unilateralism in foreign policy will not make America great. Instead, itrepresents the abdication of our responsibilities in the face of severeenvironmental threats, political upheaval, mass migration, and other globalchallenges. In this incisive and forceful book, Jeffrey D. Sachs provides the blueprint fora new foreign policy that embraces global cooperation, international law,and aspirations for worldwide prosperity―not nationalism and gauzydreams of past glory. He argues that America’s approach to the world mustshift from military might and wars of choice to a commitment to sharedobjectives of sustainable development. Our pursuit of primacy hasembroiled us in unwise and unwinnable wars, and it is time to shift frommaking war to making peace and time to embrace the opportunities thatinternational cooperation offers. A New Foreign Policy explores both thedanger of the “America first” mindset and the possibilities for a new wayforward, proposing timely and achievable plans to foster global economicgrowth, reconfigure the United Nations for the twenty-first century, andbuild a multipolar world that is prosperous, peaceful, fair, and resilient.</text>

<text>This article provides a response to the article in this volume entitled ‘Is Society Still Shackled with the Chains of a 1993 England?: Consent, Sado-masochism and R v Brown’ by Jordan Moulds. It takes issue with the primary article’s claims that consensual infliction of pain and physical harm is now acceptable and may even possess some social value as recreation. It offers three reflections on the topic of criminal liability for consensual harms. The first has to do with the absence of principle in the South Australian legislative developments. The second casts doubt on the cogency of the primary article’s enquiries into the social utility or benefit of sadomasochism. The third draws attention to another peculiarity of South Australian criminal law, which arises because of the fact that the CLCA offences against the person do not include an offence of causing harm by negligence.</text>

<text>Critics have often highlighted that the 1999 Tampere decision to establish a common European Union (EU) asylum system has been too focused on security and not enough on human rights, leading to increased denial of protection for asylum seekers. This paper focuses on a controversial asylum policy, which is part of this debate: the safe country of origin (SCO) policy. This policy revolves around having a list of countries deemed "safe" which ensures asylum seekers from these countries are fast tracked through the system and likely denied asylum in the end, based on a general assumption that the application is unfounded. Human rights groups have argued the SCO policy violates the Geneva Convention. Widely used at the national level, officials proposed the creation of a supranational SCO list in the early 2000s. However, disagreements among Member States over what countries to deem “safe" as well as the need to place the European Parliament in a co-decision (as opposed to consultative) position for the creation of the EU SCO list have led to an impasse. This paper employs two major European integration theories, neofunctionalism and liberal intergovernmentalism, to explain the bargaining dynamics between Member States and their failure to agree on what “safe" means. Factors such as different national migratory pressures, varied procedural understandings and applications of the SCO policy, a limited successful harmonization in related asylum policies, along with a reluctance to have the European Parliament in a co-decision position all contributed to the non-adoption of a supranational SCO list.

<text>These days, humans have been witnessing related technological and social development, by means of which mobile technologies and Internet yield global access to information with mobility of knowledge. Mobile learning platforms are designed based on electronic learning (e-learning) and mobility. It is regarded as a useful way to enhance the learning process. Sakai as a mobile learning platform, design intentions are to be adaptable to any educational purposes, within or outside the institution, dependent on the provision of effectiveness in classroom instruction based on the learning style of the students, extensible in the cultivation of thinking skills in the learner, and efficient in communicating and exchanging data among its enrolled classroom members and other online platforms. This study employed a systematic review of related literature to investigate the predominant research methodology adopted by various scholars to assess necessary factors concerning mobile learning platform. Fifteen articles are selected based on established criteria. The findings indicated that most of the researchers used quantitative research methodology in investigating the effectiveness and concern variable of mobile learning. Also find out is that most of the outcome of the studies include, achievement, perception, pedagogy, motivation and mobile learning platform as a form of educational technology.</text>

<text>This research was conducted to design a Decision Support System as a tool for decision-makers in distributing Bidik Misi Scholarships at the Indonesian Business Polytechnic. The selection of students who volunteered to become recipients of the Bidik Misi Scholarship required the Decision Support System (DSS) approach which implemented the Simple Additive Weighting (SAW) method by weighting the criteria and sub-criteria of each alternative for all attributes. The criteria used in the SAW method in this study consisted of 2 (two) criteria and each of these criteria had sub-criteria. The first criterion is Parents with sub-criteria consisting of the education level, incomes, parents’ coverage. The second criterion is students with sub-criteria consisting of age, academic potential, ownership of the Indonesia Smart Card (KIP). The output obtained from the 5 data analyzed in this study, the final value of the highest alternative preference is 0.9 and the lowest alternative preference value is 0.55. The output obtained by using the Electre method is that the Student_Mari004 alternative eliminates other alternatives.</text>

This situation brings a challenge for data management systems because when the number of works increased MCS needs to manage the data wisely to avoid latency occur. If latency occurs it will slow down the data performance and it should avoid that problem when using MCS. Moreover, MCS should provide users access to data faster and correctly. Hence, the research focuses on the scalability of mobile cloud data storage management, which is study the scalable on how deep the data folder itself that increase the number of works.</text>
