<text>in the context of mobile computing and multimedia processing, video summarization plays an important role for video browsing, streaming, indexing and storing. In this paper, an effective and efficient video summarization approach for mobile devices is proposed. The goal of this approach is to generate a video summary (static and dynamic) based on Visual Attention Model (VAM) and new Fast Directional Motion Intensity Estimation (FDMIE) algorithm for mobile devices. The VAM is based on how to simulate the Human Vision System (HVS) to extract the salient areas that have more attention values from video contents. The evaluation results demonstrate that, the effectiveness rate up to 87% with respect to the manually generated summary and the state of the art approaches. Moreover, the efficiency of the proposed approach makes it suitable for online and mobile applications.</text>

<text>The notion of workable or effective competition is at the centre of EU competition law and policy, as it strives to achieve and maintain it. Some scholars do not mention it at all. Those who refer to it either do not explain it in any way or explicate it very shortly. In fact, the concept is too important to be ignored totally or elucidated briefly. The objective of this article is to provide a comprehensive analysis of the concept by focusing on the theory of workable or effective competition. It is argued that effective competition is the key for an in-depth study of the political economy (i.e. real policy goals, economic rationale behind individual competition rules, institutional requirements, and implications for distribution of wealth) of EU competition law and policy.

<text>Fog extends the cloud to be closer to the end devices so that it acts on IoT data within a millisecond. Almost 60% of data can be analyzed that is physically near to the IoT data. This proximity has various advantages, including reduced latency, which improves the user experience. However, because the distance to a fog service may vary as a user moves from one location to another, user mobility may restrict such benefits in practice. A fog service migration is based on a mitigation approach that allows the service to always be close enough to a user. Quality of Service is decreased because of the mobility of the user’s location. Predicting the future location in advance improves the efficiency of service provisioning. In this work, a dynamic mobility model is proposed to find the user location in advance. This experiment was carried out by LuST mobility data set collected by Luxembourg Simulation of Urban Mobility (SUMO) Traffic (LuST). This result is give better accuracy of location prediction up to 98.87% when compared with existing methods.</text>

<text>In the last year, the Department of Naval Architecture and Marine Engineering of Genoa University (now Department of Naval Architecture, Marine Technology and Electrical Engineering) collaborated to the design of the propulsion automation of two different naval vessels; within these projects the authors developed different ship propulsion simulators used to design and test the propulsion control schemes. In these time-domain simulators, each propulsion component is represented by a specific mathematical model, mainly based on algebraic and differential equations. One of the key aspects of the propulsion simulation is the engine dynamics. This problem in principle can be dealt with models based on thermodynamic principles, which are able to represent in detail the behaviour of many variables of interest (engine power and speed, air and gas pressures, temperatures, stresses, etc.). However, thermodynamic models are often characterized by a long computation-time and moreover their development usually requires the knowledge of specific engine information not always available. It is generally preferable to adopt simpler simulation models, for the development of which, very few kinds of information are necessary. In fact, for the rapid prototyping of control schemes, it is generally more important to model the whole plant (in a relatively coarse way) rather than the detailed model of some components. This paper deals with simple mathematical methods, able to represent the engine power or torque only, but they can be suitably applied to many types of marine engines in a straightforward way. The proposed simulation approaches derived from the authors’ experience, gained during their activity in the marine simulation field, and they are particularly suitable for a fast prototyping of the marine propulsion control systems. The validation process of these particular models, regarding a Diesel engine, a marine gas turbine and an electric motor, is illustrated based on the sea trials data and engine manufacturers’ data. Mobile learning is the use of technology in the learning process using tablets, PCs or smartphones. Technological development in education is the use of Android which is a medium for mobile learning that is more flexible. Online based mobile learning provides opportunities for students to study anytime and anywhere. This study aims to determine the effectiveness of the use of electronic guide books and electronic-based assessment in a basic physics practicum with reflectance material on a flat mirror. The study involved 65 physics education students with 35 students in the experimental class and 30 students in the control class. This research is true experimental research with the post-test end-experimental control group design. Based on the evaluation, in very good category at the communication’s indicator and classification’s indicator for experimental class, and in very good category at the compiles the data table’s indicator, for control class.</text>

<text>Concept mapping is a tool used for representing knowledge in an organized format. It consists of concepts that are encircled and a connecting line with linking words or phrases represents the relationships between the different sub-concepts. Joseph D. Novak developed the concept maps in the 1970s. Mendia et al., 2008 have used this tool that promotes meaningful learning in math with secondary school students. Sharma, 2014 has used this tool for student’s achievement and concept retention for higher secondary student. This paper is regarding effectiveness of concept maps in concept retention among secondary school students. It is an action research conducted with ten students. The concept map was prepared using software called as Cmap. The institute that has developed this software is Institute for Human and Machine Cognition. The concept of structure of DNA was taken to teach the students using concept map. A pretest, posttest, and delayed test were conducted to observe the students understanding and retention of the concept. The results were analyzed using SPSS software. It was observed that the understanding and retention of the concept among the students was visible after using the concept mapping strategy</text>

<text>Digital technologies are viewing as a gateway to solve many of the problems arising from the crisis. How can we provide efficient education in COVID-19? To extend classroom learning to the home is a challenging task for the nations and the COVID-19 outbreak put the world in a situation from home learning. This study will analyze the overall resources and digital technologies available for education from home. For this purpose, Scopus and web of science databases are used to find the literature. The final 82 articles are select for the SLR (systematic literature review). The data inclusion and exclusion process are used in the PRISMA statement 2015 for quality assessment of data. The bibliometric analysis will conduct for text frequency co-occurrence and collaborations between the authors in countries. The vital step of data classification will process according to the author's segmentation and published research settings. In the last findings of the study, reports will explain past literature and recent outbreak. We are applying bibliometric analysis, showing that reviews are classified into 04 main clusters for analysis and discussion. These are 1) Digital Education Quick Shift Online Teaching and Learning for during Covid19 Pandemic 2) Digital Education during Pandemic and Rethinking for Sustainable Community; 3) Digital education for medical education and healthcare in hospital; 4) Digital Education and Digital innovation development during Covid19 pandemic. These findings are expected to benefit stakeholders studying and working relevant in digital education during and resilient post-Covid-19 pandemic.</text>

<text>Measuring the effectiveness of the training in life skills education imparted to the school teachers in the aftermath of tsunami disaster was the broader aim of the study. Twenty five teachers from St. James High School, Vaniakudy, Government Middle School, Colachel and St. Alex Middle School, Kottilpadu were selected for the training programme with the permission of the Education Department officials at Kanniyakumari District. Profile of the participants was collected using a performa designed for the purpose. Pre-post administration of (1) Knowledge Assessment Scale (Sekar, 2007) and (3) Life Skills - Opinion Questionnaire (Bharat, Kishore Kumar & Vranda, 2005) was done to measure the effectiveness of the training. Results showed a significant knowledge difference (‘t’ value = 26.6, df – 24 ‘p’ <0.001) before and after training, indicating that the training was beneficial for the participants.</text>
