                <text>Learning in the 21st century emphasize on development of higher order thinking skills such as problem-solving skills with substantial highlight was given toward student-centred approach. Digital game and problem-solving activities are an ideal combination of student-centred approach which facilitate active participation for students to practice and develop their thinking skills. This study was conducted to investigate the effect and the process of using digital game and problem-based learning skills to enhance higher order thinking skills in primary school student in the context of Malaysia. A preliminary study was conducted to 50 samples to collect data about their current higher order thinking skills level. The result shows samples are good in identify problem and solution, but weak in decision making and reasoning. To study the effect of digital game and problem-based learning combined in enhancing higher order thinking skills, a pre-test and post-test was conducted to 35 samples before and after three sessions of digital game problem-based learning section. After running a paired sample t test upon the pre-test and post-test, the result show that the combination of digital game and problem-based learning have significant effect in enhancing higher order thinking skills. To understand samples’ learning process, reflection journal was used after each learning section and an interview was conducted following the post-test. The data gathered indicate samples do enjoy learning with digital games and problem-based learning, and they agreed the approaches help them to learn better. However, they expected for more exciting games and group activities in the future. This study opens a gateway for developing student-centred and fun learning approach that beneficial toward student’s higher order thinking skills.</text>

                <text>The aim of the study was to determine the effectiveness of using a mobile learning platform for students’ entrepreneurial competence improvement. The platform was implemented by the Russian State Vocational Pedagogical University and the Financial University under the Government of the Russian Federation. It allowed users to publish assignments, exchange ideas, generate photo and video content, demonstrate creative developments, and receive feedback. The research process enrolled 70 experimental group students, 25 control group students, 2 instructors, and 2 administrators from the considered educational institutions, as well as 3 practitioners invited to review projects. As a result of this examination (Cronbach’s alpha ranged from 0.678 to 0.714), it was noted that 41.4% of all research participants rather agreed that the experiment goals were accomplished and noted personal progress in mastering entrepreneurial competences, whereas 53.4% agreed unequivocally that the experiment was fully successful. Analysis of entrepreneurial competences and deviations from repeated competence evaluations before and after the experiment revealed that the experimental group was marked with notable progress (F (1.32) = 42.26, p = 0.00,  = 0.56). Average entrepreneurial competence assessment results for this group were slightly higher than those for control – they constituted 4.5 points against 4.0. Research findings are believed to be universal and interesting to educators and administrative staff of educational institutions or those involved in creating and conducting entrepreneurship training courses.</text>

                <text>The main purpose of the present study was to examine whether mobile applica-tions could be adopted as feasible tools for learning purposes at higher education institutions. Furthermore the study’s intention was to conduct an empirical inves-tigation into students’ perceptions towards mobile applications being introduced as learning aids. The researcher developed a conceptual model derived from the technology acceptance model in order to measure the constructs used in the study. Adopting a quantitative approach, the field study was conducted in South Africa at a selected higher education institution. Research data was collected from 380 registered students at the selected higher education institution who were older than 18 years. Using SPSS 23 and AMOS 23 software programs, Structural Equation Modeling (SEM) was performed to analyse the data set. The results re-vealed that perceived usefulness, perceived ease of use, attitudes towards a mo-bile application, intention to use a mobile application were all significant predic-tors for the actual use of mobile applications for learning. The findings of the study illuminate the importance of the determinants of the adoption of mobile ap-plications for learning in higher education.</text>

                <text>The purpose of the study was to conduct an empirical research on adoption of the technology acceptance model on investigating consumers’    intention to-wards the acceptance of branded mobile applications in South  Africa. The study was quantitative in nature where 255 participants were  utilised for data collection. To analyse the data structural equation modeling approach us-ing SPSS 24 and Amos 24 was conducted. Key findings were that the per-ceived usefulness of mobile phone applications and their enjoyment had direct and significant impact of consumer attitudes towards the adoption of those mobile applications.                 <text>In the contemporary global political context of stringent conservation policy and low carbon economies, Guyana has positioned itself between two divergent paths of development and identity: 1) its desire to entrench itself as a competitive player in the global economy, and 2) its goal to pursue a more ecologically sustainable model of development.                 <text>Free online access to legal information is approaching maturity in some parts of the world, after two decades of development, but elsewhere is still in its early stages of development. Nowhere has it been realised fully.  The main question asked in this paper is “what should 'free access' mean in relation to legal information in order for it to be fully effective?” As with software, we must ask whether free access to law is ‘free as in beer, or free as in speech?’ The six most significant attempts over the last twenty years to answers this question are analysed to show that a substantial degree of international consensus has developed on what ‘free access to legal information’ now means. Of thirty separate identifiable principles, most are found in more than one statement of principles, and many are now relatively common in the practices of both States and providers of free access to legal information (government and NGO). Many concern measure to avoid the development of monopolies in publication of the core legal documents of a jurisdiction. Which principles are essential to the meaning of ‘free access to legal information’, and which are only desirable, is usually clear. Two complementary meanings of ‘free access to legal information’ emerge. The first states the obligations of the State in relation to ensuring free access to legal information – but not necessarily providing it. The key elements concern the right of republication. The second meaning states the conditions under which an organisation can correctly be said to be a provider of free access to legal information. We argue that a better definition is needed than the ‘consensus’ suggests, and propose one based on the avoidance of conflicts with maximisation of the quality and quantity of free access. One use of such a set of principles is to help evaluate the extent to which any particular jurisdiction has implemented free access to legal information. A brief example is given of Australia, a county with a generally good record but some deficiencies. Finally the paper considers what steps should be taken to most effectively realise a reformulated concept of ‘free access to legal information’, by civil society, by States at the national level, and at the international level.</text>

                <text>To investigate the impact of training the elderly to use the Internet and mobile computer devices in order to become more active in their health care. This study utilized semi-structured interviews and surveys. Five themes emerged from the interviews that described participants' motivations and barriers they experienced when using the mobile devices and Internet. Survey data revealed that levels of computer anxiety decreased and levels of efficacy increasing after training. Conclusion: Training the elderly to use the Internet lowered levels of computer anxiety. In addition, participants used the information retrieved from the Internet to become more active in their own health care.</text>

                <text>The current state of bilateral relations between the Russian Federation and the People’s Republic of China is described by many international relations experts as the best in history. After taking the president office by Donald Trump, the bilateral relations between America and abovementioned powers are cooling down. Current foreign policy of the People’s Republic of China and the Russian Federation focuses on holding a common position in the international political arena, which is in fact an attempt to counterweight political influence of the US administration and their allies. The dimension of the strategic partnership between China and Russia is also determining the mutual economic dependence, which is now crucial for both powers to build a strong position on the international forum. In addition, Russia is one of the crucial partners for the Chinese-led Belt and Road Initiative (BRI) – by many recognized as the Chinese attempt to break the American economic domination. The collisional course of the American foreign policy towards Russia and China forces the latter to look for Central and Eastern European allies as well as to gain influence in the region of Central Asia which is leading to a constant increase in tensions between China and Russia.</text>

                <text>Mobile devices and social media tools are two emerging technologies that have positively influenced teaching and learning practices at traditional universities.  Regardless of the popularity of social media, few lecturers make use of these tools for educational purposes. The objective of this paper was to identify critical success factors to improve the adoption of social media among lecturers at a traditional university in South Africa.  The unified theory of acceptance and use of technology (UTAUT) was chosen as the theoretical foundation for this study.  A quantitative, survey data collection method was uses to collect data.  A questionnaire was distributed to all academics at the university, with a response rate of 39 %.  From these, descriptive statistics were used  to analyse data and the Pearson chi-square test was used to establish the association amongst different variables. The following CSFs were identified to enhance emerging technologies at traditional universities: management support; provide adequate ICT infrastructure and resources; provide sufficient training for lecturers, and introduce a champion  to promote social media. The study, therefore, recommends that these four critical success factors must be considered by universities to adopt social media in teaching and learning.   </text>
