It argues that as enlargement has shortened the list of countries to which the EU has made membership commitments, normative entrapment will not be at work in its external relations, nor address the more fractious nature of EU decision-making brought on by a larger and more diverse membership. This results in strategic behaviour by EU members and more laboured decision making, which can be expected, in general, to complicate the EU's external relations. Simply put, the coalition building that is so central to EU policymaking is more difficult following the eastward enlargement. However, because the new members vote, collaborate, and build coalitions in favour of closer ties to these eastern neighbours, complications from enlargement should be far less pronounced in the eastern policy than with other ENP countries. This comes despite striking shortcomings by Poland in the administrative capacity and elite socialization that normally characterize those member states who often succeed at projecting their preferences onto EU policy. However, most research and literature have discounted the role of the EU and its attractiveness in the countries neighbouring with the EU that did not have a prospect of joining the EU in 2004. This article studies the process of formal and informal Europeanization in Ukraine before and after the Orange revolution, which occurred five months after the bloc’s 2004 enlargement, and Euromaidan of 2013. Despite the EU’s passive leverage in Ukraine between 2004 and 2013, and the country’s weak prospects for potential membership, the EU’s soft power of attractiveness was still an effective tool that was used by Ukrainian political elite and media in promoting informal Europeanization after the 2004 enlargement. Furthermore, confidence in the EU was associated with support for such liberal values as human rights, tolerance of minorities, and political efficacy. This article posits that notwithstanding weak incentives and support offered from the EU to implement formal Europeanization in Ukraine, the EU attractiveness was successfully applied by local elite and media to promote the informal Europeanization. Section 115A essentially permits the Federal Court of Australia to order an Internet Service Provider to block access to an overseas website that has the primary purpose of infringing, or facilitating the infringement of, copyright. This article provides readers with an in-depth summary of the origins, legal context and scope of s 115A followed by an analysis of the way that it has been applied in the four cases to date. It also considers the accuracy of the two main criticisms of s 115A — that it can be too easily circumvented and that it is an improper substitute for the improved delivery of licensed copyright material to Australian consumers. It argues that copyright owners, rather than ISPs, will likely have to bear the costs of any injunction granted under s 115A and that the Federal Court of Australia has been alert to the need to balance a variety of interests in website blocking applications. This removes some of the issues affecting addresses in our traditional IP architecture such as limitation in address allocation and management, and even NAT translations etcetera. Another positivity of NDN is its ability to use the conventional routing like the link state and distance vector algorithm. In route announcement, NDN node broadcasts its name prefix which consists of the knowledge of the next communicating node. In this paper, we evaluate the performance of mobility management models used in forwarding NDN contents to a next hop. This makes it crucial to select an approach of mobility model that translates the nature of movement of the NDN mobile routers. A detailed analysis of the famous mobility model such as the Random Waypoint mobility and Constant Velocity were computed to determine the mobility rate of the NDN mobile router. Simulation analysis was carried out using ndnSIM 2.1 on Linux Version 16.1. we build and compile with modules and libraries in NS-3.29. The sample of movement of the mobile router is illustrated and our result present the viability of the Constant Velocity model as compared with the Random Way point. Creator An entity primarily responsible for making the resource Guinn, Victor Langhals, Brent Elshaw, John Date A point or period of time associated with an event in the lifecycle of the resource 2018-12-24 Description An account of the resource Infrastructure managers require timely and accurate state information to diagnose, prioritize, and repair the substantial infrastructure assets supporting modern society.  Challenges in obtaining sufficient information can often be attributed to inadequate data collection procedures (phone calls, paper reports, etc.) or a general lack of knowledge or ability on the part of the reporting individual to accurately convey what is actually wrong with the facility.  Fortunately, modern smart-phone technology offers the potential to improve maintenance work requests by providing better geolocation and problem description accuracy.  An experiment simulating real-world maintenance requests was conducted comparing smart-phones with traditional verbal work order request systems.  Usefulness and description accuracy ratios revealed smartphone systems generated more useful information regardless of submitter background or experience.  However, interestingly the smart-phone applications did not improve asset geolocation and actually negatively impacted the ability of maintenance personnel to accurately relocate the asset needing service.  Given the ubiquitous nature of smartphone technology, the potential exists to turn any citizen into an infrastructure sensor.  This study takes a step toward understanding the benefits, as well as the limitations, of the smart-phone based work order submission systems. In order to make educational campuses a safe space for students, universities have developed and implemented various Anti-Sexual Harassment (ASH) programmes. However, it is imperative to validate the appropriateness of such policies to identify gaps and better develop the ASH programmes and the redressal mechanism employed by universities. This paper aims to evaluate the efficacy of the policies on prevention of sexual harassment formulated by the University Grants Commission (UGC) in India, which is implemented in approximately 967 higher educational institutions across the country. Two policies: the University Grants Commission (Prevention, Prohibition and Redressal of sexual harassment of women employees and students in higher educational institutions) Regulation 2015 and the Saksham Report (Measures for ensuring the safety of Women and Programmes for Gender Sensitisation on Campuses) 2013 are systematically reviewed using the Sadler effectiveness triangle that breaks down the policy to its Procedural, Transcriptive and Substantive Value in order to evaluate the policy principles, the policy measures and the implementation of these measures.
