                <text>Since the 1990s, the EU has been gradually transferring to neighbouring countries parts of the burden of securing its internal order from illegal migrants, terrorists, criminal groups and other “threats.” It has done so using policy transfers and foreign relations mechanisms. The European Union, seeking to create an “area of freedom, security, and justice” in the region, exports the burden of migration management to its neighbouring countries and thus creates security threats – if not real then perceived – for these countries. The case of Ukraine demonstrates that EU policies of shifting the burden of international migration management to its neighbours can destabilize the societal security of countries that lack the experience and instruments to effectively deal with migration. Rather than shifting the burden of responsibility to the neighbouring states, the EU should prioritize co-operation and assistance to expand the area of freedom, justice and security on the European continent.

                <text>In most personalized mobile services, the user model remains invisible, and users do not have control over it. Externalization of user models can allow users to get an overview the user model that is used for personalization, and adjust the profile and personalization effects to their needs and preferences. We have evaluated the interactive user model with 42 users, which were exposed to a prototype of interactive user model of personalized news service, for determining whether the proposed externalization, scrutability and privacy privileges were acceptable to the users. The purpose of the study was to find out if it is appropriate to present a user model on the mobile device and to control the sharing of the user model with the service provider. The conclusions show that the users expressed their general approval of the proposed privileges while making useful suggestions regarding improvements to the presentation and interface to the system.</text>

                <text>In the course of the last year Italy was confronted with the unusual request from the Vatican City to extradite an Italian national to face charges of embezzlement and misappropriation of Holy See funds. The Holy See requested the extradition of Cecilia Marogna, a self described intelligence analyst and private spy from Sardinia, who worked for Cardinal Angelo Becciu, a senior Vatican official who was demoted over embezzlement claims. The case has received considerable press coverage and attention through print and online media worldwide, not least because of its numerous twists and turns such as the arrest of Marogna in Milan on an Interpol warrant issued at the Holy See’s request, the sudden drop of the extradition request by the Vatican authorities, and Italy’s highest court ruling thatCecilia Marogna never should have been arrested before a court evaluated whether she could be extradited. The aim of this Article is to explore whether the extradition of an Italian national, from Italy to the Vatican, unlike what has been claimed by Marogna’s defense lawyers and implicitly accepted by the Vatican authorities that dropped the extradition request, is instead possible. The thesis defends this possibility regardless of the absence of a bilateral extradition treaty between Italy and the Vatican and of an ad hoc extradition agreement between Italy and the Holy See. But this is only provided that the request for extradition concerns an Italian citizen convicted or accused of corruption-related crimes like Cecilia Marogna. This Article will proceed as follows: after an introduction,Section 1 will discuss and reject an argument that infers a prohibition of extradition from Italy to the Vatican from the wording of Article 22 of the Lateran Treaty of 1929. Sections 2 and 3 will consider and exclude that an obstacle to extradition from Vatican City to Italy may be inferred from the poor quality of the criminal justice system in Vatican City or from the authoritarian character of the Vatican’s internal legal order that is only presumed but not demonstrated. Finally, Section 4 will claim and argue that a proper duty toextradite persons not only from the Vatican to Italy but also from Italy to the Vatican should be inferred from Articles 43 to 49 of the United Nations Convention against Corruption (UNAC) of which both Italy and the Vatican City/Holy See are bound as contracting parties.</text>

                <text>Cinema has played a role in caste politics in India. Its role ranges from special arrangement to consume the film to working in films based on caste based demarcated jobs. Films have always been in a constant struggle to eradicate eas well as to maintain the boundaries between the dominant and the dominated. Clothing is one such element which acts to represent the formation of a community’s image in people’s minds. The representation politics with the fabric worn in films becomes the clash between dress codes. These are symbolic conflicts played on the screen between social and cultural norms that possess the potential to alter identity and its structures of reality. This paper will be dealing with the analysis of three films by Pa. Ranjith: Attakathi (Cardboard Knife)(2012), Madras(2014) and Kabali(2016); to understand the representational politics involving the Dalit community with the help of costumes that the characters adorn in the films. Semiotics as an approach has been applied to understand the representation of Dalit identity reflected through clothing practices.</text>

                <text>Significant advances have been made in facial image animation from a single image. Nonetheless, generating convincing facial feature movements remains a complex challenge in computer graphics. The purpose of this study is to develop an efficient and effective approach for transferring motion from a source video to a single facial image by governing the position and expression of the face in the video to generate a new video imitating the source image. Compared to prior methods that focus solely on manipulating facial expressions, this model has been trained to distinguish the moving foreground from the background image and to create motions such as facial rotation and translation as well as small local motions such as gaze shift. The pro-posed technique uses generative adversarial networks GANs with a motion transfer model. The network forecasts photo-realistic video frames for a given target image using synthetic input in renderings from a parametric face model. The authenticity in this postprocessing conversion is attained by precise image manipulation. Thorough adversarial training is used to produce greater accuracy in this postprocessing conver-sion. Although more improvements to face landmark identification on videos and face super-resolution techniques have been made to improve the results, the pro-posed technique can provide more coherent videos with improved visual quality, resulting in more aligned landmark sequences for training. In addition, experiments indicate that we obtain superior results compared to those obtained by the state-of-the-art image-driven technique with PSNR 30.74 and SSIM 0.90</text>

                <text>The past few years have witnessed a huge increase in the application of facial recognition, detection, and analysis technology. However, face recognition systems remain the most popular among the general public. The facial recognition system can detect the presence of a face when exposed to one. The accuracy and fairness that can be derived from such systems necessitate their use, because humans, particularly security personnel can be tired and target the wrong person as a suspect. However, artificial intelligence systems that are properly trained are capable of efficiently identifying and classifying faces without errors. In this work, the use of Matlab language was employed in building a software system that is capable of recognizing and differentiating different face patterns. The proposed system is equipped with a camera that serves as the practical aspect of the software that captures different shots that are sent to the theoretical part of a special program that is designed to recognize faces by comparing them with a database stored within the program. The practical part of the work involved the use of Quantum Neural Network. In this work, the training dataset is made up of features vectors that were obtained from a well-known set of face images of different people. Here, Principle Component Analysis (PCA) was used for the extraction of feature vectors from images and then prepared for the next training step. The experimental results revealed that efficient face recognition can be achieved through the use of well-trained Quantum Network.</text>

                <text>The implementation of face recognition technique using CCTV is able to prevent unauthorized person enter the gate. Face recognition can be used for authentication, which can be implemented for preventing of criminal incidents. This re-search proposed a face recognition system using convolutional neural network to open and close the real-time barrier gate. The process consists of a convolutional layer, pooling layer, max pooling, flattening, and fully connected layer for detecting a face. The information was sent to the microcontroller using Internet of Thing (IoT) for controlling the barrier gate. The face recognition results are used to open or close the gate in the real time. The experimental results obtained average error rate of 0.320 and the accuracy of success rate is about 93.3%. The average response time required by microcontroller is about 0.562ms. The simulation result show that the face recognition technique using CNN is highly recommended to be implemented in barrier gate system.</text>

                <text>In recent years, through the development and implementation of programs specifically designed to assist self-represented litigants (SRLs), courts across the United States have demonstrated a renewed commitment to the principle of equal access to justice.  The steady growth in the number of litigants representing themselves presents a challenge; courts, however, are increasingly relying upon technology to meet the needs of this growing population.  This article offers an in-depth examination of the People’s Law Library (PLL), a statewide legal information and self-help website maintained by the Maryland State Law Library that seeks to connect SRLs with a wide range of resources to help them better understand the legal issues relevant to their situation as well as the court processes and procedures that must be followed. Based upon data collected through interviews with PLL stakeholders and a review of documents related to the development and implementation of PLL, this case study is guided by two key research questions:1) How does PLL facilitate self-represented litigants’ access to legal information, and 2) What challenges has PLL faced in facilitating this access? The paper then offers several recommendations, based upon findings from this study, for using statewide legal information websites to facilitate improved access to legal information by SRLs in the United States.</text>

                <text>The use of modern programming in Java has become widely used in the e-learning model to help the student learn in the right place and time. Students have difficulty learning Java and are time-consuming without the benefit of understanding the material. This study presents how to build an electronic application to facilitate learning programming in modern languages. In order to confirm the effectiveness of the application, a questionnaire was developed on the need for an educational application that helps facilitate the process of learning Java and the need for diversity in the methods of educational methods. The study of this questionnaire appeared from the need for this educational electronic application. After applying the application to the same sample of students, they expressed their satisfaction and satisfaction with this application, and the impact of this use of this application in raising the educational level of the student in this subject The results show and reflect the good interest from students of this application.</text>
