<text>This paper proposes using the methodological perspective of critical federalism, constructed by merging the theoretical framework of critical political economy with the analytical approach of co-operative federalism, to understand the harmonisation and operation of employment policy within the EU. By choosing to not actively integrate employment policy, the ad hoc approach pursued by the member - states has led to a sharing of competency between the member - states and the EU that mimics the relationship found between central and regional governments in a federal system. In the first section, this paper outlines how the emphasis on national competence has shaped the integration of national employment policies into a nascent federal system. In the second section, this paper constructs the methodological perspective of critical federalism and in the final section, this paper concludes by identifying the federal characteristics of the current operation of European employment policy.

<text>The importance of military power will remain as long as the nation-state exists. Some prominent military strategists and thinkers like Chanakya, Clausewitz, and Sun Tzu believed that no nation could be secure unless it had a powerful military, which could deter a potential adversary. Military power is the power that not only determines a country's power ranking but, for many states, the development and growth of their military power becomes a catalyst for their rise to great power status. For any military of the world, it is perhaps necessary to have a basic rule/principle or a set of beliefs to serve as its foundation. This is best encapsulated in the form of a doctrine. But the question arises: should the doctrine also reflect the modernisation and transformation which is required to keep the military upgraded and up to date? This would involve a change in the mindset/thought process, review of doctrine, strategy, war-fighting, concept, organisational structures, human resource optimisation, training methodology, and logistics concepts in order to meet the operational challenges of the future. In other words, the transformation would require a profound change in the overall military affairs. In view of this, the article will examine if any changes have taken place in Pakistan's military doctrine. In doing so, the article is divided into three parts: part one traces the etymology of the word doctrine and defines military doctrine; part two, covers the typology of doctrine; and part three, studies the fundamentals of Pakistan's military doctrine in a two-fold perspective: (a) functions of a fundamental military doctrine; (b) roots of a fundamental military doctrine, and analyses the changes in the doctrine.</text>

<text>Oil-rich countries have oftentimes been confronted with the challenge of diversifying their economies away from oil dependence given the exhaustible nature of these fossil fuels. Investing in sovereign wealth funds has been one of the most ubiquitous ways of preparing for the post-oil period. Investing in sovereign wealth funds rather than directly injecting the oil revenues in the economy not only precludes the outbreak of the Dutch Disease (which is known for giving rise to an exchange rate appreciation, crowding out non-oil industries and keeping the economy reliant on oil), but it also saves for future generations. Yet, in the case of Azerbaijan, the Sovereign Wealth Fund of Azerbaijan (SOFAZ), founded in 1999, has only increased this reliance on oil. Using the rentier states theoretical framework, this paper will argue that the direct control over SOFAZ exercised by the president and the lack of consultation with the NGOs have made corruption easier, making the task of economic diversification more difficult. This has been possible because through corruption the president has often resorted to oil money to buy peace rather than invest it in economic diversification. As a result, since the foundation of SOFAZ, the country is more reliant, not less, on oil.

This article analyzes the development of civil society in Russia in response to the fledging post-Soviet health care crisis. In recent years, Russian civil society has become significantly stronger and more actively engaged in public debates on social as well as political issues. This trend suggests that the process of social capital accumulation in Russia is well underway, thus instilling some hope for Russia's future. To illustrate this recent trend, I will analyze the development of two grassroots movements in St. Petersburg, which help families of children diagnosed with cancer to overcome the everyday psychological, legal and financial difficulties associated with treatment, and to lobby the government to go forward with health care reform. This paper is based on the author's personal experience as a participant in one of the grassroots initiatives, published materials in Russian journals and newspapers, and a series of interviews with volunteers. With this article, I hope to shed new light on developments in the Russian health care sector, and deepen our understanding of contemporary Russian civil society.

<text>Human beings are complex systems and their illness may be caused by a multitude of factors, as just not a single factor such as a virus or bacterium. Health has to be seen not only from the medical model but must include the significant and integral aspects of human psychology. We cannot treat the mind and body as two entities. There is an assumption that 50 percent of mortality from the ten leading causes of death can be ascribed to behaviour. If this is so, then behaviour and lifestyle have a potentially major effect on longevity. Health psychology attempts to move away from a simple linear model of health and examines the combination of factors involved in illness – biological (e.g. a virus), psychological (e.g. behaviours, beliefs) and social (e.g. employment, socio-economic status, etc.). The biopsychosocial model of health and illness that was developed by Engel (1977, 1980) asserts and establishes this understanding.

<text>Health-related websites are increasingly accessed on the Internet. More online users are using health-related websites, and rely on it to get answers for their health questions. Health care providers try to develop websites that focus on the users’ needs. One of the key factors, to develop users' driven health-related websites, is supporting users’ engagement. This study proposes a research model that investigates factors that are critical to users’ engagement in health-related websites. Three factors were identified accordingly; website usability, website interactivity, and users' perceived health information quality. A limited amount of research has previously explored such a thorough list.240 respondents participated in an online survey, to test the research model. Results show that the engagement antecedents identified by the study are significant, and explain a great percentage of the variance for the engagement. The study concluded by implications for theory and practice.</text>

<text>A study on heat and mass transfer of a steady laminar boundary layer flow of an electrically conducting fluid of second grade in a porous medium subject to a uniform magnetic field past a semi-infinite stretching sheet with power law surface temperature or power law surface heat flux. The variations in fluid velocity, fluid temperature and species concentration are displayed graphically whereas the numerical values of skin friction, Nusselt number and Sherwood number are presented in tabular form for various values of the pertinent flow parameters. The asymptotic expansions of the solutions for large Prandtl number are also given for the two heating conditions. The temperature distribution decreases with the increase in thermal radiation parameter in case of PST and PHF. The rate of mass transfer at the solid surface increases in the presence of magnetic field and decreases with heavier diffusing species. </text>

<text>This paper deals with unsteady oscillatory flow of viscous incompressible fluid with heat & mass transfer in a horizontal channel partially occupied by porous medium following the Darcy-Brinkman model. The interior territory of the channel consists of two regions; one of them is filled with porous material and second is clear fluid. At the porous medium fluid interface, interfacial coupling conditions for the fluid velocity, temperature and concentration were used to derive the analytical solution. The effects of pertinent physical fluid parameter like porosity, viscosity ratio, density ratio etc. on velocity, temperature and concentration distribution are considered and demonstrated through graphs. Also, the non-dimensional Skin-friction coefficient, Nusselt number and Sherwood number have been calculated and reported in tabular form.</text>

<text>This work is focused on the numerical solution of a two-dimensional, steady, incompressible electrically conducting, laminar free convection boundary layer flow of a continuously moving vertical porous plate in the presence of a transverse magnetic field and heat generation. The basic equations governing the flow are in the form of partial differential equations and have been reduced to a set of non-linear ordinary differential equations by applying suitable similarity transformations. The problem is solved numerically using shooting techniques with the forth order Runge-Kutta method. The physical behavior of different parameters for velocity, temperature and concentration has been examined graphically and analyzed quantitatively.DOI: http://dx.doi.org/10.3329/jname.v9i2.8550 Journal of Naval Architecture and Marine Engineering 9(2012) 153-167</text>
