They also consider the related issue of courts setting overall funding commissions. Given the possibility of legislative intervention, they also review arguments as to the potential constitutional validity of CFOs, a matter that was raised, but received very limited treatment from the High Court in BMW.</text>

<text>Emphasizing Poland and its relations with Ukraine, this paper applies a Europeanization framework to examine the uploading of external relations policies by EU members. It argues that as enlargement has shortened the list of countries to which the EU has made membership commitments, normative entrapment will not be at work in its external relations, nor address the more fractious nature of EU decision-making brought on by a larger and more diverse membership. This results in strategic behaviour by EU members and more laboured decision making, which can be expected, in general, to complicate the EU's external relations. Simply put, the coalition building that is so central to EU policymaking is more difficult following the eastward enlargement. However, because the new members vote, collaborate, and build coalitions in favour of closer ties to these eastern neighbours, complications from enlargement should be far less pronounced in the eastern policy than with other ENP countries. This comes despite striking shortcomings by Poland in the administrative capacity and elite socialization that normally characterize those member states who often succeed at projecting their preferences onto EU policy. All of this means that one can expect an eastward shift in the focus of the EU's external relations, and a deepening of its differentiated approach to external relations.

<text>The research focuses on digital sketching aspect through a depiction of Himavanta creatures and characters from Thailand, Laos, and Myanmar, where the details of paintings, sculptures, and architectural features as well as multicultural aspiration and imaginations are considered main variables. The research analyzed Himavanta creatures’cultural identities, sculptural forms and patterns, colors, and characteristic structures and implemented these identities into a design process, which then initiated a digital sketching process to transfer the artwork into designing multicultural toys. The evaluation processes comprised of eight design aspects including 1) concepts and theories of toy design, 2) contents connectedness, 3) discretion to communities, 4) suitability of Himavanta creature, 5) numbers of character sets in basic level, 6) numbers of character sets in experienced level, 7) content management for toy design process, and 8) digitize design procedures. The research results show that the Himavanta creatures including Singha, Chinese lion, Kochasri, Garuda and Swan that based on the digital sketch from paintings, sculptures, architectural features, as well as artisan’s imaginations in the multicultural societies were significantly similar.By testing and applyingthe concepts and theories of multicultural toy design processes from digital sketches, each final design found to be practical and displayed effective cultural means that remains true to its mood and tonality of its cultural interpretation. Consequently, the level of satisfactory evaluation on the process of the design samples, the awareness effectiveness, and the toy’s interpretation shows the value of x̄ = 4.46 and the value of 0.58 standard deviation. The satisfaction on the design worksshows that awareness and interpretation consistency indicate x̄ =3.84 and the standard deviation was at 0.65. </text>

<text>Decolonial investigations often take the “after” of decolonization as a point of departure, arguing that modernity/coloniality does not end with independences. This text challenges the taken-for-granted assumption that political decolonizations are over and aims to orient us toward thinking decolonially from Kanaky-New Caledonia, a non-decolonized country currently in an institutional process of decolonization from France, and with people currently fighting for independence. In this paper, we explore three axis of reflection: the coloniality of relations, thinking beyond independence, and pluriversality. The paper highlights the importance of radical relationality as worldview, which can be found in Kanak ways of inhabiting the world, in order to resist the logic of separation of modernity/coloniality and patriarchal, racist, colonial and capitalist systems of oppression and domination.</text>

This study focuses on the development of a mobile-based interface that makes it easier for farmers to view the data obtained from the results of land monitoring. In designing mobile devices, applications, and user interfaces, it is important to consider the user experience. This paper focuses on UX design which is which is based on User-Centered Design approach that focuses on user needs and prioritizes empathy for users, so as to accommodate the identification of user needs and produce high fidelity pro-totypes. Based on the System Usability Scale and the User Experience Questionnaire testing on the prototype, it was found that the level of acceptance of horticultural farmers was positive with the level of the value of all UX elements above the average</text>

This article will explain the role of celebrities in pioneering the transnational movement with a case study of the #MeToo movement in South Korea in the period 2017 – 2019. In investigating the role of Hollywood figures, the author uses qualitative research methods referring to the actions of Hollywood figures correlated with the theory of Transnational Advocacy Network and Popular Culture.
