In order to regulate not only performance enhancement, but also human enhancement, the World Anti-Doping Agency must articulate the legitimate public interest of elite sport so as to justify its regulatory mandate to prescribe strict-liability offences. This article argues that the necessary public interest in elite sport is the pursuit of human excellence, passively pursued through the concept of spectatorship. On this basis, a two-limb test is offered to reorient and guide the regulation of enhanced athletes. This conceptual rationale and subsequent test provide clarity where advances in technology increasingly blur the distinction between performance enhancement and human enhancement. In the emerging field of Augmented Reality (AR), research needs comprise finding the optimal information density, the interplay between orientation data in the background and other information layers, using the appropriate graphical variables for display, or selecting real-time base data with adequate quality and suitable spatial accuracy. In this paper we present a concept for integrating real-time data into 4D (three spatial dimensions plus time) AR environments, i.e., data with “high” spatial and temporal variations. The DSS was built based on the finite difference equations of a simulation model in System Dynamics in whose definition the beneficiaries participated and also served as a base for the development of a serious video game. The DSS and the Serious video game is supported in a Web and Mobile Architecture. The simulation model and the serious video game are used as support tools in the training given to users to learn how to use the DSS. These three tools are the result of a doctoral research project, which used two methodologies during its execution: Design and Development Research and the Case Studies methodology. The tools were applied in an appropriation strategy with livestock farmers of the department of Santander in Colombia, where resistance to change and cultural attachment causes a low adoption of technology. The inclusion of gamification elements helps the user to understand the connection of these elements and their processes in a real farm, know the large volume of data managed by the DSS, enhance the process by making it more fun, improve the learning curve and provide useful data for tracking the use of the DSS. 16 months after the end of the training, the DSS has more than 13000 reported records about the activities of the farmers in their farms. Character is central to the military leader; it is a requirement of mission command and it is a force multiplier in Peace Support Operations that the DF are engaged in. The article examines the literature surrounding character development and the structures in place in the Cadet School and the wider DF to support character development. This is compared to academic theories and international practices in other military academies. The article identifies the current processes, as they are understood by those who have instructed in the Cadet School and those who have recently passed through the training program. The article outlines how the processes in the Cadet School do develop character, primarily through the actions of the instructors but this is not supported by an explicit character development program. Based upon data collected through interviews with PLL stakeholders and a review of documents related to the development and implementation of PLL, this case study is guided by two key research questions:1) How does PLL facilitate self-represented litigants’ access to legal information, and 2) What challenges has PLL faced in facilitating this access? The paper then offers several recommendations, based upon findings from this study, for using statewide legal information websites to facilitate improved access to legal information by SRLs in the United States.
