                <text>Aim/Purpose: This paper aims to explore the various problems associated with the technological, pedagogical, and psychological aspects of mobile learning and develop recommendations for its improvement. Background: Mobile learning becomes increasingly popular today. This type of learning is relatively new. It has recently gained popularity due to the pandemic restrictions in 2020. As mobile learning is being actively used, educators, students, and other professionals begin to note its positive and negative sides. Methodology: The study is based on the method of experiment as well as an online 11-item questionnaire was conducted (developed by authors) with 110 teachers in Russian universities (Russian State University named by A.N. Kosygina, I.M. Sechenov First Moscow State Medical University, and Kuban State Technological University). Contribution: The practical significance and prospects for further research are based on the possibility of using the results in further study of the problem of the impact of mobile applications on specific indicators. Findings: It was found that, given the great prevalence of mobile devices today, there is every reason to implement mobile learning at universities. However, there are infrastructural problems that prevent the widespread use of this mode of delivery (problems with the Internet, old gadgets that do not support 4G, lack of technical support, etc.). Teachers also mention a set of problems associated with the quality of such training, which are mainly related to pedagogical and psychological aspects of the process. About 56% of university teachers say that students often behave irresponsibly during online classes. They are inattentive, tend to skip lessons, and do not hand in the tasks, which leads to a decline of knowledge and failing at tests and exams. Around 68% of teachers have difficulties adapting their teaching methods to a mobile learning environment. Recommendations for Practitioners and Researchers: This study proposes structured recommendations to improve the quality of mobile learning by advancing technology skills, adapting mobile learning to the needs of universities, and raising the motivation of teachers and students. Impact on Society: The results of the study can be used to analyze and compare the impact of mobile learning on society, efficiency in various fields, as well as mobile learning of students on future employment and life in society. Future Research: In the future it will be important to conduct a comparative analysis of the impact of mobile learning on students and teachers, to study the effectiveness of such learning in general.</text>

                <text>As mobile devices, such as PDAs, iPods, and mobile phones become more common, corporations are turning to mobile learning to improve employee performance. Todayâ??s m-learning designers often tend  to borrow design ideas  from their e-learning experience; many designs attempt to re-fit e-learning methodsâ??even e-learning productsâ??to a small screen. I suggest here that designers would be better served by considering the entire context in which learners will use a particular m-learning program. In this paper I describe two examples of m-learning designs that go well beyond the idea of refitting e-learning to a small screen and illustrate how these designs make use of the learnerâ??s environmental context. Finally, I propose a set of contextual factors designers should consider  when designing m-learning products.</text>

Conferences provide a rare opportunity for people to form relationships with colleagues around the world, and not only to exchange ideas within the context of formal presentations, but to get to know one another informally through other conference activities such as dinners and receptions.

While conferences do indeed have tremendous value and contribute substantially to the growth of research in their fields, we have identified some ways that we can use technology to improve the impact of conferences on research and results, to make better use of the time between conferences, and to allow more involvement from people who cannot attend conferences.

In this paper, we describe a community-based Web site for academics and professionals, and to be rolled out first for an international e-learning association.</text>

                <text>Critics have often highlighted that the 1999 Tampere decision to establish a common European Union (EU) asylum system has been too focused on security and not enough on human rights, leading to increased denial of protection for asylum seekers. This paper focuses on a controversial asylum policy, which is part of this debate: the safe country of origin (SCO) policy. This policy revolves around having a list of countries deemed "safe" which ensures asylum seekers from these countries are fast tracked through the system and likely denied asylum in the end, based on a general assumption that the application is unfounded. Human rights groups have argued the SCO policy violates the Geneva Convention. Widely used at the national level, officials proposed the creation of a supranational SCO list in the early 2000s. However, disagreements among Member States over what countries to deem “safe" as well as the need to place the European Parliament in a co-decision (as opposed to consultative) position for the creation of the EU SCO list have led to an impasse. This paper employs two major European integration theories, neofunctionalism and liberal intergovernmentalism, to explain the bargaining dynamics between Member States and their failure to agree on what “safe" means. Factors such as different national migratory pressures, varied procedural understandings and applications of the SCO policy, a limited successful harmonization in related asylum policies, along with a reluctance to have the European Parliament in a co-decision position all contributed to the non-adoption of a supranational SCO list.

                <text>Depression is one of the most common mental health disorders which affects thousands of lives worldwide. The variation of depressive symptoms among individuals makes it difficult to detect and diagnose early. Moreover, the diagnosing procedure relies heavily on human intervention, making it prone to mistakes. Previous research shows that smartphone sensor data correlates to the users’ mental conditions. By applying machine learning algorithms to sensor data, the mental health status of a person can be predicted. However, traditional machine learning faces privacy challenges as it involves gathering patient data for training. Newly, federated learning has emerged as an effective solution for addressing the privacy issues of classical machine learning. In this study, we apply federated learning to predict depression severity using smartphone sensing capabilities. We develop a deep neural network model and measure its performance in centralized and federated learning settings. The results are quite promising, which validates the potential of federated learning as an alternative to traditional machine learning, with the added benefit of data privacy.&amp;nbsp; &amp;nbsp;</text>
