                <text>The prevalence of mental illness in India is rapidly increasing and of grave concern is the decreasing age of onset among the youth. This article below outlines the significant concerns and challenges of the mental health care system in India and proposes key measures to deal with these complex challenges. This paper is divided into four sections: the first section focuses on the complex nature of mental illness with respect to overlapping symptoms of various disorders, co-morbidities and the mediating role of physiological factors. The role of the stigma surrounding mental illness in reducing help-seeking behaviour and adherence to treatment is highlighted. The second part of the article outlines the various challenges in the treatment of mental illness with respect to the lack of trained manpower, lack of formulation-based treatment, the over-emphasis on diagnosis, and various such critical factors. The third section outlines the challenges at the policy level including the lacunae of funding into mental health, lack of insurance for mental illness, and lack of awareness about the rights of people with mental illness. The article concludes with the enumeration of the various indirect contributory factors in the rise of mental illness such as increasing demands and stress, the mediating role of technology, rapid social change, unemployment, and the fragmentation of family and consequent isolation. The various measures to bridge the gap in India's mental health care system are simultaneously discussed.

                <text>The Liberal Studies journal invited five eminent experts in the domain to ponder over the mental health challenges and concerns in contemporary times. Dr. B. Mukopadhyay discusses how the practices available in yogic sciences can preserve mental health and can prevent mental ailment along with its remedial measures. From the beginning of the last century research work on the psychology of the east created a huge impact among the psychologists and the educationists of the west and they observed yogic sciences form the core of eastern psychology. Dr. D.M. Pestonjee and Taronish Pastakia reflect upon inter-generational adjustment issues in the workplace. The modern world of work has to take into account factors like uncertainty, complexity, speed, technology, virtual- workspace, hyperspecialization, cultural diversity and communication, and also macro-level factors like gender-issues, work-life balance, the changing legal environment, social structure, and support systems and mental health issues. Cutting-edge advances in the virtual-workspace like the roles of Virtual Reality (VR) and Augmented Reality (AR) have also been discussed.

                <text>This article asks how ideas have mattered for the establishment of policy goals for the Europe 2020 Strategy. I argue that despite the specification of new environmental and social targets, the overall policy goals of Europe 2020 remain consistent with the 2000 Lisbon Agenda because the European Council and the European Commission have had resilient causal beliefs about the challenges of globalization, as well as the appropriate responses to these challenges. Using Alan Jacobs's theory of mental models and attention heuristics, this article describes the connection between neo-schumpetarian ideas and the policy outcomes of Europe 2020, particularly in the domains of innovation and education policy. Establishing this connection is an essential first step to explain precisely how ideas can determine and maintain the policy preferences of particular EU actors, a direction for future research.

                <text>Now, people all over the world use messengers to communicate with their families and employees at work, schedule meetings, congratulate on holidays, and conduct banking operations using bots built into messengers. However, it is challenging to improve such architectures, as a result of which WhatsApp still does not have Chabot’s, whereas their competitors from Telegram already have them built-in. The essence of this project is to create a messenger that has an optimal ratio of functionality and code processing speed, as well as the ability to improve the architecture without high resource costs quickly. The basic version has features such as registration, logging in with your account, checking whether the user is online, messaging, and hash encoding for secure messaging over the Internet. The result showed a high potential for improving the application architecture in any part of the code within the acceptable level of influence on its other functions, as well as a more stable operation of the application itself in comparison with applications built based on Android or JavaScript. However, it was not possible to achieve a higher code processing speed in comparison with other Android or web applications. A method is designed and implemented to enhance the speed of code processing. The results produced by this proposed method and design has shown enhancement in the speed of code processing for messengers. Compared with other Android or with other web applications messaging systems.</text>

                <text>The paper presents the application of artificial neural network for simulation and diagnostic purposes applied to a gas turbine powered marine propulsion plant. A simulation code for the propulsion system, developed by the authors, has been extended to take into account components degradation or malfunctioning with the addition of performance reduction coefficients. The above coefficients become input variables to the analysis method and define the system status at a given operating point. The simulator is used to generate databases needed to perform a variable selection analysis and to tune response surfaces for both direct (simulation) and inverse (diagnostic) purposes. The application of the methodology to the propulsion system of an existing frigate version demonstrate the potential of the approach.</text>

La combinaison des savoirs et du travail enpartenariat avec différents acteurs constitue un levier majeur d’innovation dansl’élaboration des textes réglementaires relatifs à la dématérialisation de procédure.Les différentes expériences menées par l’association Open Law le démontrent.La dématérialisation des procédures demeure l’un des leviers majeurs de lamodernisation de l’action de l’Etat. Bien pensée, elle ne présente que desavantages : elle allège la charge administrative pesant sur les acteurs, tout enfacilitant les actions. Elle permet des échanges plus simples, plus fluides, moinscoûteux, en repensant la procédure. Elle permet également de renforcer la fiabilitéet la sécurité des échanges. Toutefois, jusqu’à présent elle n’a pas ou peu étépensée avec les utilisateurs finaux même si des concertations avec les instancesreprésentantes ont été organisées. L’absence de concertation a engendré desdifficultés au quotidien. En outre, l’apparition de nouvelles technologies impose derevoir les systèmes mis en place, de rendre interopérables des procédures qui n’ontpas été pensées globalement.Cette méthodologie a été élaborée en prenant en considération des exemples de co-rédaction mis en place mais également des attentes des membres de lacommunauté Open Law. Elle a vocation à évoluer en fonction des retoursd’expériences de certaines administrations ayant initiées des démarches similairesmais également en fonction des attentes des différents acteurs.</text>

                <text>The present paper is to investigate the effect of linear thermal stratification in stable stationary ambient fluid on steady MHD convective flow of a viscous incompressible electrically conducting fluid along a Stretching sheet in the presence of mass transfer and Magnetic effect. The governing equations of continuity, momentum, energy and species are transformed into ordinary differential equations using local similarity transformation. The resulting coupled non-linear ordinary differential equations are solved using Runge-Kutta fourth order method along with shooting technique. The velocity, temperature and concentration distributions are discussed numerically and presented through graphs.                 <text>An analysis is carried out to investigate the steady two-dimensional magnetohydrodynamic boundary layer flow of a Casson fluid over an exponentially stretching surface in the presence of thermal radiation and chemical reaction. Velocity, thermal and solutal slips are considered instead of no-slip conditions at the boundary. Stretching velocity, wall temperature and wall concentration are considered in the exponential forms. The non-linear partial differential equations are converted into a system of non-linear ordinary differential equations by similarity transformations. The resultant non-linear ordinary differential equations are solved numerically by fourth order Runge-Kutta method along with shooting technique. The influence of various parameters on the fluid velocity, temperature, concentration, wall skin friction coefficient, the heat transfer coefficient and the Sherwood number have been computed and the results are presented graphically and discussed quantitatively. Comparisons with previously published works are performed on various special cases and are found to be in excellent agreement.  </text>

                <text>In this present work the effects of temperature dependent viscosity and thermal conductivity on the coupling of conduction and Joule heating with MHD free convection flow along a semi-infinite vertical flat plate have been analyzed. The governing boundary layer equations with associated boundary conditions for this phenomenon are transformed to non-dimensional form using the appropriate variables. By the help of the implicit finite difference method with Keller&amp;ndash;box scheme, the resulting non-linear system of partial differential equation is then solved numerically. The purpose of this paper is to study the skin friction coefficient, the surface temperature, the velocity and the temperature profiles over the whole boundary layer for different values of the  Prandtl number Pr, the magnetic parameter M, the thermal conductivity variation parameter, the viscosity variation parameter  and the Joule heating parameter J. The results indicate that the flow pattern, temperature field and rate of heat transfer are significantly dependent on the above mentioned parameters. The local skin friction co-efficient and the surface temperature profiles for different values of viscosity variation parameter are compared with previously published works and are found to be in good agreement.Keywords: Viscosity; thermal conductivity; Joule heating; MHD; conduction; free convection.DOI: 10.3329/jname.v6i2.4994</text>
