Contrary to the traditional concept of usage, DL engagement evaluates the use of an information system based on multiple dimensions; affective, cognitive, and behavioural. Presently, there is scarce evidence and research on the level of DL engagement. Lack of such evidence caused under-utilization of DL resources. Therefore, the purpose of this study is to investigate the level of DL engagement in the context of Malaysian research universities. A quantitative study was conducted; an instrument was distributed to postgraduate students at five Malaysian research universities. A total of 492 responses were recorded and descriptively analyses using Statistical Package for Social Sciences version 24. Frequency, Independent sample t-test, and Analysis of Variance (ANOVA) were performed to identify significance difference and mean distribution of data among the participating universities. Results show that respondent’s age and research domain showed a significant effect on DL engagement, while gender, study mode, level of study, semester, and the university did not show any significant effect on DL engagement. This study was intended to give an insight of how effective this e-learning platform is utilized in supplementing the Elementary school teachers’ instructional programs by investigating their perceptions and motivation. Via the quantitative method of a questionnaire survey, the research participants presented their perceptions and self-efficacy motivation on asynchronous distance learning with Google Classroom. The data revealed that the majority of these researched teachers have positive perceptions and high level of motivation towards this learning web/app (the average mean scores of around 4). However, a few teachers still doubted that Google Classroom can boost students’ learning motivation. The findings indicate that Google Classroom is effective to enhance the teaching learning process in primary education and the teachers’ high self-efficacy in running this technology product will support a quality learning in the cutting-edge technology era. In Indonesia, local governments are allowed to conduct international relations or city diplomacy in supporting of central government. In doing so, multiple international agreements have been signed by Indonesian local governments, mostly establishing sister city relations. The most active actors on the international stage are big cities, such as Jakarta, Yogyakarta, and Bandung, all situated in Java. This research aims to explore challenges faced by small city, in this case city of Padang in conducting city diplomacy. The authors interviewed public officers in city of Padang and collected secondary data on the topic based on literature study. this article argues that small city has challenges that are not faced by big cities.  The study found that small city cannot conduct city diplomacy as well as big cities due to the following factors: lack of awareness of city diplomacy, small number of staff with sufficient knowledge about international relations, and lack of information and idea about the implementation of sister city MoU or action plan and complex bureaucracy procedure in conducting an agreement which potentially less motivate staff in doing paradiplomacy. This article concludes that city of Padang is still working to obtain many agreements in term of sister city while creating many action plans to effectively the agreements.
