                <text>Teaching reading is a complicated task as reading entails the simultaneous interaction of various component processes. Learning to read fluently is a crucial part of reading acquisition. Despite research conducted in L1 contexts regarding reading fluency, this area has been relatively unexplored in L2 contexts. In reading fluency research, Oral Reading Fluency (ORF) is an important construct which has been closely associated with the reading comprehension of young learners in L1 contexts. This paper aims to investigate the nature of the relationship between ORF and reading comprehension in ESL learners. If ORF proves to be significantly related to reading comprehension, it would be a valuable addition to reading instruction for ESL learners.</text>

                <text>This study aims to develop a learning media based on the local wisdom of becak (pedicab) assisted by the Android to improve the mathematical representation and critical thinking abilities. It used the 4D model. The data were collected using a written test, and analysed by using the analysis of the gain scores. The result shows that the developed media based on the local wisdom of pedicab assisted by the Android (CAKA) is in a very good category and can be used as a learning media. The CAKA media can improve the mathematical representation and critical thinking abilities of grade X students of senior high school.</text>

                <text>L’ère de l’inventeur solitaire est révolue. La capacité des divers acteurs àcollaborer en mettant en commun des compétences et des points de vue différents,à échanger sans fuir les conflits, permet de parcourir des chemins inexplorés oumême de remettre en cause l’existant. La combinaison des savoirs et du travail enpartenariat avec différents acteurs constitue un levier majeur d’innovation dansl’élaboration des textes réglementaires relatifs à la dématérialisation de procédure.Les différentes expériences menées par l’association Open Law le démontrent.La dématérialisation des procédures demeure l’un des leviers majeurs de lamodernisation de l’action de l’Etat. Bien pensée, elle ne présente que desavantages : elle allège la charge administrative pesant sur les acteurs, tout enfacilitant les actions. Elle permet des échanges plus simples, plus fluides, moinscoûteux, en repensant la procédure. Elle permet également de renforcer la fiabilitéet la sécurité des échanges. Toutefois, jusqu’à présent elle n’a pas ou peu étépensée avec les utilisateurs finaux même si des concertations avec les instancesreprésentantes ont été organisées. L’absence de concertation a engendré desdifficultés au quotidien. En outre, l’apparition de nouvelles technologies impose derevoir les systèmes mis en place, de rendre interopérables des procédures qui n’ontpas été pensées globalement.Cette méthodologie a été élaborée en prenant en considération des exemples de co-rédaction mis en place mais également des attentes des membres de lacommunauté Open Law. Elle a vocation à évoluer en fonction des retoursd’expériences de certaines administrations ayant initiées des démarches similairesmais également en fonction des attentes des différents acteurs.</text>

                <text>In facing the industrial era 4.0, the instructional paradigm requires the involvement of technology in it. The use of technology in instructional is sometimes regarded as a medium or tool for delivering information through technology from lecturers to students without considering the learning process of students with technology that makes learning outcomes more meaningful. Meanwhile, instructional media such as mobile learning applications through Android is a type of mobile learning that can change the way students communicate and interact. The use of mobile learning applications through Android is adjusted to the characteristics of students and learning needs in the industrial era 4.0. This study resulted in an Android-based mobile learning application so that through product effectiveness, the concept of the conceptual model of mobile learning was obtained in the industrial era 4.0 for learning in college. The research method used is the development research of William W. Lee and Diana L. Owens. The results showed that the mobile learning application influenced student academic achievement so that the conceptual model of mobile learning was obtained in the industrial era 4.0 for learning in college. This study concludes that mobile learning applications encourage students in fun learning activities and place students as the main subject in learning, so learning becomes meaningful.</text>

                <text>Schools as a source of knowledge need to facilitate the 3D geometric thinking process involving a series of cognitive action. Therefore, this research investigates the potential of integrating augmented reality (AR) into the 6E instructional 3D geometric model (6E I3DGM). This is an exploratory research carried out with a teacher and 28 junior high school students in Indramayu District, Indonesia. The data were collected through observations and interviews and examined, selected, extracted, and coded based on the criteria determined. The data collected were further interpreted and concluded, and descriptively analyzed using content analysis. The result showed that learning that integrates AR into 6E I3DGM has the ability to raise 3D geometric thinking processes in the dimensions of representation, spatial structuring, and measurement. This is because the use of AR can characteristically help students represent, construct nets, visualize the structure of 3D shapes, and assist in measuring the surface area and volume of 3D geometry. Moreover, it also facilitates students in constructing knowledge through a series of 3D geometric thinking activities. Therefore, the use of learning that integrates AR into 6E I3DGM has the potential to be an alternative for learning 3D geometry both during and after the COVID-19 pandemic.</text>

                <text>AbstractThe United States under President Donald Trump administration is marked by several government policies aimed at returning US leadership to the world political arena in both the economic and security fields. He argues that economic policy through the doctrine of America First will save income and create jobs for Americans and will help restructure the US economy. This paper describes the impact of America First's doctrine on US trade relations with South Korea. Refering to the history of US trade relations, the free market system has become a priority in international negotiations, both through bilateral and multilateral agreements. It examines South Korea has come out of the spirit of free trade agreed by the two countries. Since the implementation of Korus FTA until 2017, South Korea has adopted a policy pattern that initially did not comply with the poin of agreement. In March 2016, the senate head of the financial commission sent a letter to the South Korean ambassador discussing the implementation of commitments to data flow, transparency and predictability of pricing and reimbursement of pharmaceutical products and medical devices, and the possibility of US companies investing and operating with companies South Korea.                 <text>Humanitarian crisis is one of the critical problems in international relations which threaten the security. Humanitarian crisis could be caused by many factors, either originated by human activities or environmental degradations. It changed the idea that threat could only be state related, but it could also directly be impacting the people. This article argues that in order to manage this problem, there is the need to shift the perspective in seeing security from traditional (state-centric) to non-traditional (people-centred) to build effective policy. It also argues that environmental security is a part of human security, both have close linkage of action and reaction. The case in the Lake Chad Basin shows that there is a threat to human security from the environment, either it is coming from the water crisis in the lake and the impact of climate change.</text>

                <text>Uruguay has ratified the international drug control conventions that consist of Single Convention on narcotic drugs 1961 as amended 1972 protocol, the convention on psychotropic substance 1971, and United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988. Since then, the Uruguayan government has been a part of the ‘War on Drugs" campaign. In 2012, Jose Mujica proposed the policy of cannabis legalisation. The proposal was signed and passed into Uruguay law no 19172 that allow and regulate the plant, consumption and sale of cannabis on December 20th, 2013. This policy has violated international drug control conventions and received critics from the International Narcotics Control Board (INCB), the body of the United Nations Office on Drugs and Crime (UNODC). Despite the critics from INCB, the government stood against the norm of the treaty. This article analyses the causative factors that trigger this behavioural change. The increasing number of drugs users caused many problems in Uruguay especially the increasing numbers of criminal acts. It created national problems and hampering the government's efforts to fight drug trafficking and ensuring the safety of society. By all mean, it became threats to their national interest. Thus, the government believed that compliance with the conventions could not help them to overcome these threats. Uruguay case has shown that state behaviour towards international law will change along its changing national interest.</text>

                <text>Humanitarian crisis is one of the critical problems in international relations which threaten the security. Humanitarian crisis could be caused by many factors, either originated by human activities or environmental degradations. It changed the idea that threat could only be state related, but it could also directly be impacting the people. This article argues that in order to manage this problem, there is the need to shift the perspective in seeing security from traditional (state-centric) to non-traditional (people-centred) to build effective policy. It also argues that environmental security is a part of human security, both have close linkage of action and reaction. The case in the Lake Chad Basin shows that there is a threat to human security from the environment, either it is coming from the water crisis in the lake and the impact of climate change.</text>
