                <text>M-learning (i.e. mobile learning) is a field of e-learning that provides learners learning environments using mobile technology. In this context, learning can take place anywhere and anytime, in open and distance learning. Depending on the type of technology it may be done through software called nomadic (i.e. prepared to mobility). Among these technologies, there are those composed of digital interfaces and with autonomy of treatment: Smartphone, PDA, calculator and even mp3 key. In this article we propose to take into account storage devices as mobile technologies. Our focus was on the USB key. We present a procedure to test whether a learning environment embarked on a USB key can be described as nomadic or not. This procedure has been tested on a sample of three ILE (Interactive Learning Environment. This approach has allowed us to define criteria of nomadism, criteria which were then included in the design of a synchronous Weblog on USB key.</text>

                <text>The idea of a green deal transforming industrialized societies’ climate policies in a sustainable manner has become highly popular in various countries. The study takes up this notion focusing on climate policy initiatives in Canada and the EU, raising three interrelated issues: (i) on a descriptive level, the study asks where we stand and what has so far been achieved regarding climate policy; (ii) analytically, the study provides a theoretical explanation of why progress has been slow in the EU and hardly visible in Canada, making use of the concept of carbon democracy; (iii) on a prescriptive level, the study explores what will be needed to make a green deal successful, arguing that one has to accept that a green deal is a deeply political project that will create winners and losers and that not all losers can be compensated under the label of a “just transition”. The argument advanced is that the EU and Canada represent a form of carbon democracy in which the extensive use of carbon laid the foundation for establishing democratic institutions and strongly shaped them. The paper shows that the extensive influence of carbon-related activities not only empowers specific non-state agents but is rather deeply enmeshed in the societal and political genome of both regions’ polities. The claim that follows is that climate politics in Canada and the EU will have to be deeply transformative and therefore disruptive in order to be successful.

                <text>The postcommunist countries were amongst the most fervent andcommitted adopters of neoliberal economic reforms. Not only did theymanage to overcome the anticipated domestic opposition to 'shocktherapy' and Washington Consensus reforms, but many fulfilled themembership requirements of the European Union and even adopted avant-garde neoliberal reforms like the flat tax and pension privatization.Neoliberalism in the postcommunist countries went farther and lastedlonger than expected, but why? Unlike pre-existing theories based ondomestic political-economic struggles, this book focuses on the imperativesof re-insertion into the international economy. Appel and Orenstein showhow countries engaged in 'competitive signaling', enacting reforms in orderto attract foreign investment. This signaling process explains the enduranceand intensification of neoliberal reform in these countries for almost twodecades, from 1989–2008, and its decline thereafter, when inflows of capitalinto the region suddenly dried up.                 <text>With the rapid growth wireless communication technologies, the number of mobile applications have been developing. One of them is approached for mobile learning area since it is unique in its own way and offers learning opportunities anywhere and anytime. Mobile collaborative learning (MCL) is a small group learning application based on mobile devices. MCL is a new exciting research area in which students can earn knowledge about a topic and concept via communicating with others by a mobile device. This paper introduces describes the theoretical and technical foundations for designing and developing an effective MCL environment. Also, the paper describes a new approach for building the MCL application towards mobile technology. The prototype will be constructed using Android operating system with suggesting necessary infrastructure and middleware. Finally, the paper include the result of a usability test to find valuable hidden facilitating issues to efficiently access and obtain the class contents in collaborative learning environment.</text>

                <text>There are a variety of instances when courts exercising equitable jurisdiction have recognised and enforced foreign judgments. But when those instances are acknowledged at all, they have tended to be consigned to discrete subject areas and not treated as examples of a wider genus. A new approach is required to keep apace with the needs of an increasingly borderless society.                 <text>The objective of this research was to develop a Problem-Based Learning (PBL) Model which used a cloud-based constructivist learning environment to enhance Thai undergraduate creative thinking and digital media skills. Initially using a mixed-methods approach, a five-step model was conceptualized. Thereafter, a panel of five academic experts gave input into the model’s design from which the model was expanded to include six related learning environments.  The instrument used in the research was a problem-based assessment form. Data collection was carried out utilizing group chats and analyzed using descriptive statistics including the mean and standard deviation. The results of the study revealed that the initial model contained five steps including (1) problem identification, (2), problem analysis, (3) research, (4) presentations, and (5) summary and evaluation, which is integrated into the model’s additional six learning environment elements. These six learning environments were (1) problem-based, (2) resources, (3) cognitive tools, (4) collaboration, (5) scaffolding, and finally, (6) coaching. When applying the proposed model and related environments, there was a consensus from the experts that the model had excellent suitability and can be used as a model for teaching and learning at the bachelor's degree level.</text>

A document analysis method is applied to present essential indicators such as GDP and trade balance. With the use of a source analysis method, the collapse of the financial sector is determined as the main cause of the slump. The systematization of crisis events is introduced and deepened by the social and political situation. Changes in the state’s condition after the crash are provided and future forecasts about economic development are discussed. As a summing up, the author disapproves of the hypothesis that the Icelandic model of overcoming the financial breakdown as a panacea for future crises, pointing out that it is only applicable for specific cases and cannot be seen as a magical remedy for every kind of crisis.</text>

                <text>This is a comment on the article by Stephen Gay in this volume entitled ‘The Choice Between Adoption and Foster Care as Child Protection Responses’. It strongly supports the conclusion drawn in the primary article that a ‘blanket approach to adoption’ is unlikely to result in the best outcomes for all children in need of care. This response is based on the author’s reflections and observations of the delivery of ‘out of home care’ services over many years as a social worker with an interest in child development. It reflects on the simplistic attitudes expressed in the media and by the public in general when children have been removed and are negatively affected by their experiences in care, as well as when they are not removed and have sustained injury or death at the hands of those who are charged with their care. The article argues that the likelihood of achieving optimal outcomes in child protection  is often compromised and concludes that it is time that Australia stepped up to the challenge of establishing creative and innovative options for children in need of care. </text>
