                <text>In the centre of this essay is a tension that under certain circumstances may appear between various state actors involved in economic diplomacy. In the case of the Slovak economic diplomacy both the Ministry of Foreign and European Affairs and the Ministry of Economy are the main actors in external economic relations. The paper briefly describes the origins of the tension between them and the reconciliation process that took place in the 10 years since the last reform of Slovakia’s economic diplomacy. The crucial reconciling role of the Government’s advisory body, the Council on Export and Investment Promotion, co-chaired by the ministers of foreign affairs and economy, is explained within the presented descriptive case study inbureaucratic politics. The article contributes to the conceptual discourse on economic diplomacy, while extending the theoretical and empirical knowledge of the subject with regard to the behavior of its main power actors econand the tensions between them.</text>

                <text>Television has altered the way news is constructed and delivered. Due to competition and TRP, television news channels are experimenting with different techniques to attract attention and reach audiences. Reconstruction with the help of graphics and animation along with docudramas has become quite common in various kinds of television programs. From hard to soft news story-telling television channels have adopted different patterns of visual construction to make an emotional appeal to the audience. Media theories have established the power of visual media in the common man’s life. The present study focuses on the trend related to visual reconstruction of reality in storytelling among Kannada channels. This qualitative study specifically evaluates the various techniques of visual construction, reasons for visual construction, program patterns which use these practices significantly and investigates the influence of visual construction in storytelling. The content of Kannada television programs is evaluated in order to gather primary data. The programs that use visual construction regularly and news items which depend on visual construction have been selected for analysis.</text>

                <text>In this paper we investigate collaborative learning that takes place in a city with the support of mobile and wireless technology. Based on a literature review, we identify and discuss four main roles that technology can play in supporting (1) performance of shared tasks, (2) social networking, (3) active participation, and (4) visibility of learning. We claim that the full potential of new technology emerges by supporting learning that comes from exploration, interaction, and serendipity. Realizing this potential raises a number of technical challenges that are still largely unexplored. In particular, we claim that there is a need to move from applications design to a service-oriented infrastructure that eases the development and adaptation of applications for multiple and interleaved learning experiences. Services that are common across different learning scenarios and can be used as building blocks need to be identified. The aforementioned roles are the first step towards this direction.</text>

                <text>Among non-traditional threats to security, the problem of refugees is an important one. Because of political turmoil in several parts of the world, refugee flows are going beyond the capacity of the international system of handle. In South Asia, because of the ongoing conflict between two major nations, India and Pakistan, the issue assumes a serious dimension. We can understand this by studying the following two case studies: the Bangladesh war and the Afghan war. In both cases, the number of refugees was massive and in both cases, America was the principal external actor. But while in the case of Bengali refugees, the host state tried to take advantage of the situation for promoting its foreign policy goals, in the case of Afghan refugees, the host nation tried to use the situation to promote its foreign policy as well as domestic political goals. Although every host state had to face unforeseen consequences, in the long run, it underlines the relevance of the discourse of the refugee-security interface.</text>

                <text>In India urbanisation has increased from 27.81 per cent in 2001 to 31.16 per cent in 2011. The same trend has even continued in Karnataka also i.e. from 34 per cent in 2001 to 38.57 per cent in 2011. As Urban Local Bodies [ULBs] are the major service providers in urban areas, the disparities in their income, expenditure, and functional abilities are an index of regional disparities (HPCFRRI, 2002). The role of urban local bodies cannot be ignored. Hence, this study considers regional imbalance in the service level benchmarking of urban local bodies (ubls) in Karnataka. The result of the study shows that North Karnataka in general and Hyderabad Karnataka in particular are under developed in urban service level benchmarking alike the most of the sectors in the state. Hence, special attention is to be paid for this region both in planning and allocation of money. This study suggests that more powers should be given to Urban Local Bodies and its elected representatives. Further, a monitoring mechanism should be set up in lower performing sectors so that targets can be achieved.</text>

                <text>Australia leads the world in formally dedicating private land to environmental conservation, helping governments protect critical biodiversity without straining the public purse. In Queensland, the booming resources sector threatens this biodiversity protection, even beyond landholders’ well-recognised lack of veto power over mining approvals on their land. Three structural legal biases increase this vulnerability. To differing degrees, Queensland’s laws assume that mining affects only land under or adjoining mining tenures, overlooking scientifically likely longer-distance impacts (‘boundary bias’); they emphasise protecting built and commercial infrastructure over ecological assets, overlooking significant investment in species and ecosystems (‘infrastructure bias’); and they allow consideration of proposed mining in isolation, without considering cumulative impacts on ecological assets (‘singularity bias’). Fortunately, Queensland law and policy precedents suggest potential corrective reforms.</text>
