                <text>Josep Borrell, Vice President of the European Commission, set out his fears that the EU was at risk of being “always principled but seldom relevant” (2021, p. 2). International law could be said to be similarly threatened, particularly in relation to cyberoperations, in respect of which its application has been strongly challenged. While states now broadly agree that international law applies in cyberspace, how it applies remains uncertain and contested. This paper analyses why the application of international law to cyberspace has been so fraught with difficulties and considers whether international law can provide the Irish State with a means of enhancing its cybersecurity and deterring state-led cyberoperations below the threshold of armed conflict.
The paper finds that the application of international law in cyberspace is problematic due to the manifestation of cyberoperations below the jus ad bellum threshold, and the challenging geopolitical environment that inhibits agreement on the principles of the international law of cyberoperations. International law is an object of dispute (Delerue, Douzet, &amp;amp; Gery, 2020, p. 15) and arguments on the application of international law in cyberspace represent states’ strategic positions in the evolving geopolitical power struggle. The paper finds that, as cyberoperations are transnational, unilateral responses cannot be effective, and that small states have an interest in promoting international law and norms to create a more favourable international environment. The paper concludes that, as international law continues to exert a normative force on state behaviour, it has the potential to regulate sub-threshold cyberoperations as part of the comprehensive approach to cybersecurity.</text>

                <text>This article examines the early voluntary turnover of enlisted personnel within the Irish Naval Service. The purpose of the study is to explore current challenges facing the organisation regarding the retention of young, recently enlisted personnel. The paper adopts a qualitative research design with an interpretivist approach and draws on semistructured interviews undertaken with key respondents from the Irish Naval Service. The article explores different models for understanding the turnover process and makes recommendations with relevance for current and future policy. Key findings include the urgent need for theIrish Naval Service to develop a retention strategy for young enlisted personnel, and also the need for recruits to be made aware of the realities of life at sea before joining and before they are posted to sea. The paper identifies that, without significant change, the Naval Service may face an ongoing crisis regarding the retention of enlisted personnel.</text>

                <text>The adoption of the United Nations Security Council Resolution 1325 onwomen, peace and security (WPS) in 2000 has prompted the developmentof an extensive WPS scholarship within the field of feminist InternationalRelations. The dynamic scholarly debate is characterised by certain tensionsbetween two feminist groups – the radical revolutionary one whichadvocates a redefinition of the global order and is more sceptical of theagenda, and the pragmatist one accentuating the compromise towards theexisting peace and security governance. This article explores the two mainsubjects of the WPS research – the discourse and implementation, as theyhave been informed by the revolutionary and pragmatist approaches. Thearticle shows that while the academic inquiries into the WPS discoursereveal disappointment with the compromises made regarding therevolutionary vision, this disappointment is also present in the literature onimplementation. The latter literature nonetheless acknowledges feministpragmatism as a way forward given the realities on the ground.</text>

Still, there are significant ableist attitudes that prohibit people with disabilities from having their right to information respected. Discussions about accessibility surged at the start of the COVID-19 pandemic as people became more dependent on accessing information from the web. This article will explore different disability models to understand the oppression of people with disabilities. It will examine how the different principles and methods of Universal Design, Universal Design for Learning, and Inclusive Design can be combined in innovative ways to ensure that all citizens have access to information without barriers.</text>

                <text>COVID-19 pandemic has transformed the traditional education in all levels to be shifted to online classrooms. Monitoring student’s attendance and interaction during live online classes is a challenge for educators. During the lockdown, many factors influenced the participation and attendance to online class, which we will highlight them in this research. This research investigated the participation of students registered in course Introduction to Web Programming Lab at Hashemite University. Students' participation was measured based on attendance, class interaction, assignment delivery, and utilization of e-learning platforms. Students' course learning outcomes (CLOs) were investigated and evaluated using a survey. Number of students who were evaluated during autumn (1st semester) and spring (2nd semester) semesters 2020/2021 is 212 students. Findings indicated that online education was successfully implemented, and material content were understood by students. Further analysis showed that the interaction of students during the meeting class is considered low.</text>

                <text>In this paper, we examine Kofi Annan’s two most consequential roles in the course of his long career at the United Nations: his role in the Rwanda genocide in 1994 as the head of UN peacekeeping and his tenure as Secretary-General. A realist analysis of the Rwanda genocide which continues to be the referent point for critics of both Annan and the UN is presented. We find that, more than any personal or institutional failings, it was the retreat into a post-Cold War posture of realist non-interventionism of global powers based purely on realist considerations of national interest that mostly accounted for the inevitability and irreversibility of the Rwanda genocide. The paper also explores Annan’s bold idealist global initiatives during his time as Secretary-General and his contributions to human rights, human security, justice, conflict resolution and commitment to sustainable development in Africa, the continent of his birth.</text>

                <text>It is more than probable that the Commonwealth Games in 2014 will be used by the Scottish government as a tool in the battle for independence. For the Scottish National Party (SNP), sport events constitute another opportunity to underline Scottish autonomy. During the last Olympic Games, SNP ministers refused to use the name “Team GB” in their message to the Scottish athletes. Nurturing Scottish pride during the Games has already begun, with the official mascot—the Clyde Thistle, which is Scotland’s national flower and emblem. The mascot of the Commonwealth Games has never waved the patriotic flag as it does now.</text>

                <text>This paper explores the application of mission command in binational and multinational units within the NATO context. It explores differences in understanding and application of mission command, amongst NATO members, and identifies the negative impact that these can have on the behaviour of tactical leaders, and on mission accomplishment, within a multinational context. The paper demonstrates that the understanding and therefore the application of mission command differs between the NATO members; that this influences the leadership style of superiors and their willingness to transfer trust and responsibility, and to assume risk; and, that differences in language, understanding and meaning of terms, and different contents of intents result in a negative influence, all of which are exacerbated by political influence. On the other hand, modern technology in binational or multinational units supports and promotes the application of mission command. The paper concludes with recommendations to mitigate these problems and to create the conditions where mission command can be employed successfully.
