The competitive edge often resides with those who learn how to account for and integrate the required change that technology demands. This is more relevant now than ever before, given the nature of current global geo-political great power competitions. This study investigates how military leaders can manage technological changes within their organisations. Specifically, this research examines the utility of John Kotter’s Eight-Step change management theory as a potential framework. This research cross analyses a review of contemporary change literature with data from semi-structured questionnaires from current military leaders. Four main themes emerge from this primary research: 1.) Military change is constant and technology plays a vital part, 2.) Leaders influence organisational culture which impacts change, 3.) The military relies on a leader’s abilities and not a formalised process and 4.) Current military culture inhibits Kotter’s Eight-Step Model. Mobile learning has been adopted by most learning institution as a mobile technology that allows learners to access learning materials and share information among themselves and respective educators easily and quickly. This article discusses the intention of users in learning environment adopting m-learning, their perceptions as well as factors that hinder implementation of m-learning in the gulf region. Effective mobile technology adoption also enhances knowledge management through mobile applications that allow information capture, storage, retrieval and sharing.  This study uses systematic literature review to collect information from post 2017 studies previous conducted by other researchers. Articles were searched through highly ranked databases from which 657 journals were identified. After the screening and eligibility assessment, 24 journals were retrieved. The back and forward search retrieved 4 more journals bringing the total to 28 journals that were included in the study. Based on this information, a conceptual model is developed to help assess the m-learning perceptions, adoption intentions and factors influencing its adoption among learning institutions in the gulf region. This model is built based on the Theory of Planned Behavior and Unified Theory of Acceptance and Use of Technology. Based on the developed model, main constructs such as performance expectancy, effort expectancy and social influence are greatly impacted by other factors like learner’s creativity and mobility. The usage of mobile phones has assumed phenomenal increase recently; it is the norm rather than the exception in Africa but with the unfortunate trend of dearth of legal and regulatory measures. This Article deals with the legal and regulatory framework pertaining to mobile phones and examines issues relating to or consequences generated thereof. The paper argues that the extant legal and regulatory framework in Africa is not in the best interest of subscribers,’ and calls for a paradigm shift towards taking into cognizance the said interest of subscribers’ by governments’ with the view to putting in place, legal and regulatory precepts simply because the manufacturers of mobile phones and telephony companies, wherever they are situate or operate from, need and rely on the profits generated from African countries.
