In order to make educational campuses a safe space for students, universities have developed and implemented various Anti-Sexual Harassment (ASH) programmes. However, it is imperative to validate the appropriateness of such policies to identify gaps and better develop the ASH programmes and the redressal mechanism employed by universities. This paper aims to evaluate the efficacy of the policies on prevention of sexual harassment formulated by the University Grants Commission (UGC) in India, which is implemented in approximately 967 higher educational institutions across the country. Two policies: the University Grants Commission (Prevention, Prohibition and Redressal of sexual harassment of women employees and students in higher educational institutions) Regulation 2015 and the Saksham Report (Measures for ensuring the safety of Women and Programmes for Gender Sensitisation on Campuses) 2013 are systematically reviewed using the Sadler effectiveness triangle that breaks down the policy to its Procedural, Transcriptive and Substantive Value in order to evaluate the policy principles, the policy measures and the implementation of these measures. While the raison d'être of these institutions essentially remains elevating multilateral interests, as opposed to unilateral or even for that matter, bilateral interests, national interests continue to remain paramount. Even within multilateral institutions, states undertake various approaches to secure their own national interests over and above that of others. BRICS, a multilateral grouping of Brazil, Russia, India, China and South Africa, in its conception is targeted towards reforming and filling up the space left by the West-dominated structures of global governance. However, the power asymmetry inherent among the BRICS members creates traction that the Chinese require to wield the kind of influence that should concern other members, and certainly India. The dilemma of balancing common interest and national interest within multilateral organisations like the BRICS will be an eminent feature of the varied and multiple interest sets that countries have in an interdependent world. While countries will still find purpose, in the membership of multilateral institutions, the challenge of managing power asymmetry within those organisations will mean that countries find leverage through their engagement with countries outside those groups. For China, the heavyweight within the group, BRICS has multiple purposes, one of them being the elevation of Chinese interests of opposing Western hegemony. However, for India, for which the grouping remains of pertinence (given its stress on addressing emerging and important global challenges such as those of economic development and sustainability) taking a position against the so-called dominance of the West or aligning itself with any particular country or group that stands in opposition to others is a dilemma. Some prominent military strategists and thinkers like Chanakya, Clausewitz, and Sun Tzu believed that no nation could be secure unless it had a powerful military, which could deter a potential adversary. Military power is the power that not only determines a country's power ranking but, for many states, the development and growth of their military power becomes a catalyst for their rise to great power status. For any military of the world, it is perhaps necessary to have a basic rule/principle or a set of beliefs to serve as its foundation. This is best encapsulated in the form of a doctrine. But the question arises: should the doctrine also reflect the modernisation and transformation which is required to keep the military upgraded and up to date? Unfortunately, the aim of preventing fiscally responsible states from being penalized by those with lax budgetary policies via inflationary pressures and interest rates is jeopardized as members breach the Stability and Growth Pact (SGP). Moreover, there are major institutional inconsistencies in how states are treated under the current framework as is exemplified by the November 2003 ECONFIN crisis. What is witnessed is an antagonistic relationship between the programmatic and operational dimensions of monetary governance. Does the fact that half the members who have adopted the euro have also breached its rules signal that surveillance as regulation is being displaced as a mode of governance? It calls for a re-imaged spatial-temporal explanation of governance to adequately capture the political economy of EMU. At the core of EMU management are risk and uncertainty based modes of governing. Employing a governmentality approach, I argue that the audit is one prominent style of processing and institutionalizing risk as an aggregate future of monetary activity. By altering the administration and objects of risk governance the audit is perceived as reducing the susceptibility to failure.
