By using the Unified Theory of Acceptance and Use of Technology (UTAUT), the relationship between performance expectancy, effort expectancy, social influence and facilitating conditions on the utilization of mobile commerce were examined. Face to face survey method was used for data collection. 360 samples were subsequently analysed using the Partial Least Square-Structural Equation Modelling (PLS- SEM) method. The study found that social influence was the most influential factor in mobile commerce utilization. The performance expectancy, effort expectancy, social influence, and facilitating conditions were positive and significantly influenced the use of mobile commerce among rural entrepreneurs in Peninsular Malaysia. The findings were added significantly in bridging the knowledge gap concerning the elements influencing the mobile commerce usage among rural entrepreneurs. This empirical study provides significant input to all stakeholders, including government, relevant stakeholders (e.g. entrepreneurs, supply chain industry, telecommunications industry, and ICT industry), and local communities. The term Washington Consensus is associated with three major institutions located in Washington, the World Bank, the International Monetary Fund (IMF), and the US Treasury Department, and it has become a neoliberal economic agenda also called as the western economic agenda. The debates are increasing significantly regarding the effectiveness of policies that are sourced from the World Bank, IMF and the US Treasury Department in encouraging development. Where in reality, those countries that adopt the recommendations derived from the Washington Consensus, mostly bring them to experience economic problems. The last example is believed to be the 2008 global financial crisis.In this journal, the author will explain and analyse the definition and the recommendations offered by the Washington Consensus in order to promote global development. It will also present various criticisms that have emerged from the various parties to the Washington Consensus. Various analysis will also be given to understand that the Washington Consensus is already less suitable and appropriate for use to encourage the global development today. Then this journal confirms the need for a new reform of the global economic order, namely with the policy recommendations for the new global economy through a new consensus. The rapid development of globalization has changed characteristic of many countries, especially developing countries, so that many developing countries begin to look for new formulas to boost their economies. Because the Washington Consensus is seen only benefit developed countries, while developing countries and least developed countries are experiencing a lot of problems of development. They also consider the related issue of courts setting overall funding commissions.  Given the possibility of legislative intervention, they also review arguments as to the potential constitutional validity of CFOs, a matter that was raised, but received very limited treatment from the High Court in BMW. This Article is the first since OC-24/17 was issued to analyze comprehensively the extent to which human rights law, across international, regional, and national jurisprudence, requires States to respect the freedom to marry. It argues for the reassessment of Joslin v. New Zealand and Schalk and Kopf v. Austria, earlier cases from other human rights bodies that acknowledge the rights of same-sex couples to equality and family, but so far have fallen short of ending marriage discrimination. The Article then makes the case for these couples’ freedom to marry as rooted in the right to marry, the rights to equality and non-discrimination, the rights to privacy and family, and the rights to liberty and dignity, as well as, under certain circumstances, the rights of children and parents, the right to freedom of movement, and the right to be free from inhuman or degrading treatment.
