Both countries have committed to large scale emission reductions despite the challenge of regional divestment from fossil fuels: hard coal in North Rhine Westphalia and the Saarland; lignite in the Rhineland, on the German-Polish border in the Lusatsia (Lausitz) region, and in central Germany; coal in Alberta, Saskatchewan and Nova Scotia; and oil in Western Canada. We contrast the current Pan Canadian framework (PCF) on Clean Growth and Climate Change to the German Climate Law and the European Green Deal setting targets to become climate neutral by 2050.  Germany has plans for a dual phase out of nuclear energy by 2022 and coal by 2038. In contrast, Canada differs by province in terms of policies on fossil fuels and nuclear energy.  Both are leaders in renewable energies, but differ in the type of renewable energy which dominates. We further examine the international action components of the PCF and its implications for collaboration with Germany and the EU.  We discuss potential partnerships and strategic alliances between Canada and Germany in the context of their mutual interest to enable an energy transition and to lead to the implementation of the Paris agreement for climate change action.  We identify political challenges within each federation, and especially the approach to impacted coal regions in Germany and Poland as well as the Canadian oil sands.  Barriers to progress for meeting identified targets and timelines are considered. We conclude with insights on the possibility and likelihood of linking policies and regulatory measures across the Atlantic, and the political threats of advancing towards decarbonization and an energy transition away from fossil fuels in each jurisdiction. In order to investigate this, the paper takes into account the concept of ‘politics of belonging’ as a theoretical background and considers the functions of national statistics in categorizing different groups of people. There are different strategies of mapping population diversity and, inter alia, two models can be distinguished: while some countries explicitly include questions on elusive concepts of ‘origin’ in their population data collection, others refrain from doing so and instead derive different subgroups from information on citizenship and place of birth. Taking Canada as an example of the first group of countries and Germany of the second, and delineating recent changes within their respective strategies of measuring diversity within their populations, this paper argues that Canada and Germany converge towards a new pragmatism in the approaches of measuring diversity in population statistics. The main focus of this paper therefore is to describe this curriculum development concept. Since this concept involves two disciplines, i.e. business administration and computer science, the author argues that it is necessary to define the roles of one discipline for the other and gives an example on how this could be done. The paper acknowledges that the starting point for the development of a curriculum such as one for a business administration program will be the requirements of the potential employers of the graduates. The paper continues to recommend the assignment of categorized skills and qualifications, such as knowledge, social, methodological, and decision making skills to the different parts of the curricula in question for the development of such a curriculum concept. After the mapping of skills and courses the paper describes how specific information systems can be used in courses, especially those with a specific focus on methodological skills. Two examples from Albstadt-Sigma-ringen University are being given. At the end of the paper the author explains the implications and limitations of such a concept, especially for programs that build on each other, as is the case for some Bachelor and Master programs. The paper concludes that though some elements of this concept are transferable, it is still necessary that every institution of higher education has to take into consideration its own situation to develop curricula concepts. The Holy See requested the extradition of Cecilia Marogna, a self described intelligence analyst and private spy from Sardinia, who worked for Cardinal Angelo Becciu, a senior Vatican official who was demoted over embezzlement claims. The case has received considerable press coverage and attention through print and online media worldwide, not least because of its numerous twists and turns such as the arrest of Marogna in Milan on an Interpol warrant issued at the Holy See’s request, the sudden drop of the extradition request by the Vatican authorities, and Italy’s highest court ruling thatCecilia Marogna never should have been arrested before a court evaluated whether she could be extradited. The aim of this Article is to explore whether the extradition of an Italian national, from Italy to the Vatican, unlike what has been claimed by Marogna’s defense lawyers and implicitly accepted by the Vatican authorities that dropped the extradition request, is instead possible. The thesis defends this possibility regardless of the absence of a bilateral extradition treaty between Italy and the Vatican and of an ad hoc extradition agreement between Italy and the Holy See. But this is only provided that the request for extradition concerns an Italian citizen convicted or accused of corruption-related crimes like Cecilia Marogna. This Article will proceed as follows: after an introduction,Section 1 will discuss and reject an argument that infers a prohibition of extradition from Italy to the Vatican from the wording of Article 22 of the Lateran Treaty of 1929. Sections 2 and 3 will consider and exclude that an obstacle to extradition from Vatican City to Italy may be inferred from the poor quality of the criminal justice system in Vatican City or from the authoritarian character of the Vatican’s internal legal order that is only presumed but not demonstrated. Finally, Section 4 will claim and argue that a proper duty toextradite persons not only from the Vatican to Italy but also from Italy to the Vatican should be inferred from Articles 43 to 49 of the United Nations Convention against Corruption (UNAC) of which both Italy and the Vatican City/Holy See are bound as contracting parties.
