                <text>The digitalization of society, changes in the structure of education, and increasingly rapid resources have accelerated the development of an open learning environment. The application of electronic learning and mobile learning raises several new problems such as alienating students from the real world, the difficulty of students focusing on learning goals, giving students opportunities to spend their learning time with entertainment, to the problem of increasing the cognitive load of students. Ubiquitous learning, as a continuation of the evolution of electronic learning and mobile learning, offers more than just the latest educational ideas or methods, where this system can accommodate students and their learning styles by providing adequate information anytime and anywhere based on their characteristics, needs, and desire to improve academic performance and productivity. The purpose of this study is to 1) develop the ubiquitous learning environment including the ubiquitous learning portal built with the Moodle LMS, and  the ubiquitous learning course in the Instructional Media course 2) find out the feasibility of the ubiquitous learning environment that has been developed. This study used the R&amp;amp;D for Education model implementing some stages including analysis, design, development, and evaluation. All stages have been completed to make a portal and ubiquitous learning course in the Instructional Media course that meet the eligibility criteria as a source/instructional media and has feasibility to use in learning.</text>

                <text>The European Union’s neighbourhood is complex and still far from being stable. In Ukraine, significant progress has occurred in many areas of transition; however, much work remains to be done, especially in the field of regional development and governance where many legacies of the Soviet model remain. At the crossroads between East and West, Ukraine presents an interesting case of policy development as an expression of European Union (EU) external governance. This paper asks the question: why was the relationship between the EU and Ukraine fairly unsuccessful at promoting stability in the region and in Ukraine? What was missing in the European Neighbourhood Policy (ENP) in Ukraine that rendered the EU unable to prevent a conflict on the ground? By identifying security, territorial, and institutional challenges and opportunities the EU has faced in Ukraine, this paper underlines the most important factors accounting for the performance of its external governance and crisis management in Ukraine.

This paper analyses the concept of Westphalian sovereignty and its practices among states, particularly in the bilateral relationship between Nepal and India. The notion of Westphalian sovereignty, basically a principle of non-intervention in the internal matters of other states, has been a contested concept since the beginning of its inception. Despite numerous international agreements, system-affecting and system-influencing countries have not refrained from meddling into the internal affairs of system-ineffectual states. Taking the issue of alleged Indian interference in Nepal's internal affairs into consideration, this paper examines levels and degrees of correction in accusations and assertions. And if it is correct then how can we understand it better. The first part of the paper discusses the conceptual frame of state sovereignty and its evolution over time. Then, the issue of the exercise of sovereignty is explored and, concurrently, the compromise of state sovereignty is also explained before analysing Nepal-India relations. Next, the Nepal-India relations are analysed.</text>

                <text>Online news media and social media applications recorded an unprecedented success in just few of the recent years. However, online news media and social media domain are still little understood in term of usage among aborigines or Orang Asli in Malaysia. Thus, this research is to see the social perceived value on social media and online news portal among Orang Asli. A quantitative research design is used based on data will be collected via questionnaire from Orang Asli at Kampung Batu 12, Gombak, Selangor, at the outskirt of Kuala Lumpur. Questionnaires were distributed to 50 Orang Asli aged 15 and above. Factor analysis was used to examined the data. Exploratory factor analysis was used to extracts new factor, Online media usage impact. The social values perceived (16 items) factor was examined. After identifying the component based on an examination of eigenvalues and scree plot, rotation was done by varimax method. The items with 0.5 loadings or greater are considered practically significant.  The findings showed that most of the Orang Asli gathered current information and news from the social media and social media is the gateway to online news portal. Furthermore, despite of financial circumstances, they willing to spend in order to have the internet access as it gave positive social values in their life, plus the applications internet access were all user friendly.</text>

                <text>This paper presents a simple approach to providing location-based services (LBSs) for the remotely located educational and health institutes on demand, particularly in emergency situations i.e., COVID-19, using an antenna array. The proposed approach consists of the sum and difference patterns of the signal obtained from the antenna array at the base station of a wireless network. It provides the location of the targeting institute i.e., education and health, in terms of the angle-of-arrival (AoA) which can be used to steer the radiation beam in the targeted direction in order to provide the desired services i.e., emergency wireless communication link. In this way, fast and high bandwidth-based communication and networking can be possible for the mentioned organizations. We show antenna array design and location finding results in this paper. The obtained results in terms of antenna parameters and AoA show that the proposed approach is efficient, less complicated, and can be implemented in the next-generation wireless networks i.e., AI-enabled IoT and 5G systems, particularly for the educational and health institutes.</text>

                <text>At the moment, all observed forms of communication are reduced either to a person-to-person scheme or person-to-device. But the Internet of Things (IoT) offers us a tremendous Internet future, in which will appear the communication type machine-machine (M2M). This makes it possible to integrate all communications into a common infrastructure, allowing not only to manage everything that is around us but also providing information about the state of these things. The purpose of this paper is to create the client part of the client-server system for remote control of home appliances using cloud services through commands entered using handwritten words. For this, we develop algorithms and methods for handwriting recognition using neural networks and implement a mobile application on the Android platform, which allows remote control of devices via cloud services based on commands entered using handwritten words. Anyway, this article will give a good understanding to other researchers who want to start their research on the IoT and will contribute to the effective accumulation of knowledge.</text>

                <text>The control objective of the Rudder Roll Stabilization (RRS) system is to deploy the rudder, which is primarily a path controlling device, to reduce the roll motion without interference in heading of ship. To achieve the control of both roll and yaw motions, the only control input is the rudder angle and hence the RRS system is referred as a Single Input, Two Output (SITO) system. Rudder roll stabilization is insignificant at low forward speed of the ship, but can give significant control at higher speed when fast rudder movement is applied. This paper presents a closed loop state space model for accurate simulations on rudder roll stabilization in irregular seas considering the 3-degree of freedom motions, i.e., sway, roll and yaw. The computational model is developed to analyze the effect of the rudder movement on sway, roll and yaw in forward speed conditions in irregular sea conditions. The Sea State conditions are modelled as wave perturbation models using the method of shaping filter established by filtered white noise. The control system has been designed using optimal linear quadratic regulator (LQR) method. The control loop contains both the signal for the autopilot action to trigger the heading angle correction as well as the signal for rudder based roll motion control. The simulations are carried out with rudder roll control system ON and OFF mode to analyze the effect of the rudder on steering and motion stabilization. In both cases the autopilot is in active mode to correct deviations in the course heading. The simulations are analyzed for three different ship speeds in two different Seas State conditions with a low and fast rudder movement to show the efficacy of the model. The performance is evaluated and presented based on the RMS value. Since the rudder based roll motion stabilization may also result in unnecessary motions of sway and yaw, besides the desirable roll reduction, the result presents the sway-roll-yaw responses as applicable under the particular speed and Sea State conditions.</text>
