                <text>This paper explores water services restructuring in the post-communist Europe. The cases of the cities of St Petersburg, Russia and Tallinn, Estonia serve to trace changes in tone and timbre over the course of the post-communist transition to a market based economy. This paper is divided into two sections: we begin by placing the European Bank of Reconstruction and Development (EBRD) in the context of the World Bank and International Monetary Fund–the International Financial Institutions significantly involved with infrastructure rebuilding. Section Two presents a brief look at specific cases of municipal water restructuring in the Baltic Region in postcommunist transition period, 1991 – 2006, brokered and funded in part by EBRD money. Tracing investments and the strategic partnerships formed in the region by the EBRD sheds light onto the development of IFI capacity and strategy since the early 1990s. The politics behind the notion described in shorthand with Harvey’s reworking of the Marxian ‘Primitive Accumulation’ is crucial to understanding the dynamics and trends often apparent in water infrastructure restructuring.

                <text>In this report, we perform the digital filter computation using Matlab for Wi-Fi tracking application. This work motivates to improve the accuracy of filter algorithm in the RSSI-based distance localization system. There are several aspects that we can improve, e.g., in the Filter part and Path-loss model. But, in this work, we focus on filter part; Unscented Kalman Filter (UKF) is implemented to replace linear Kalman Filter (KF), which is used in previous work. Based on the performance comparison, UKF has 90% hit ratio while linear KF has only 81.15 % hit ratio. We found that UKF can handle the noise in RSSI. Further work, the UKF algorithm is then embedded on the server system.</text>

                <text>It is no doubt that information technology has played significant importance in higher education in particular in the era of the 4.0 industrial revolution. The progress in technology is expected to support and facilitate the teaching and learning process. One information technology product that can be used is a learning management system (LMS) such as Schoology. Schoology offers all the tools in classroom management which are needed to create interesting content, support learning activities, and assess student understanding. However, the platform itself being used in a chemistry classroom is still rarely found. For this reason, the purpose of this study is to investigate chemistry classroom management using LMS Schoology. A quantitative-descriptive analysis was used to analyze data. Registered inorganic chemistry undergraduate students (n = 52) of semester IV participated in this study. The data was collected using a 28-items questionnaire which accumulated the perception of students regarding chemical class management using Schoology. The results of the study showed positive responses toward that management of teaching materials, management discussions, assignments, quizzes/exams, management of communication and ultimately interaction using LMS Schoology aced the chemistry classroom management.</text>

                <text>Digital smart board is one of interactive technology tools which has been used widely in schools to facilitate teaching and learning. Empirical evidence shows that digital smart board allows students to construct their knowledge while mastering more advanced thinking skills. Thus integration of digital smart board facilitates active learning, which is fundamental to mastery of skills. Active learning using smart board program is a program which integrates smart board in Data Handling so that primary school students can learn Data Handling concept actively and meaningfully. Therefore, this study was conducted to identify the effectiveness of active learning using smart board program to enhance primary school students’ learning. Five experts in teaching Mathematics Education and thirty year five students were involved in this study. The students were selected based on purposive sampling. This study used both quantitative and qualitative research approach. A set of interview protocol and a set of questionnaire were used during the data collection phase. Findings from the questionnaire were analysed based on descriptive and inferential statistics by using Winsteps Version 3.72.3. In addition, thematic analysis was used to analyse the qualitative data. Findings from the study indicate that active learning using smart board program has the attributes which can effectively enhance primary school students’ learning. It is hoped that the results from this study can contribute towards development of active learning strategies, methods or activities using smart board in order to enhance primary students’ learning in school.</text>

                <text>This article aims to analyse Indonesia’s diplomacy strategy to the Philippines in actualizing blue economy from 2014 until 2017. Indonesia's geographical condition, which is the largest archipelagic country in the world and is located within the coral triangle region brace Indonesia to have enormous marine potentials and high valuation. Indonesia during the reign of President Joko Widodo committed to develop their economy from the marine sector using blue economic principle-- the utilization of marine potential by considering the long-term calculation between social and the environmental sustainability. The authors use complex interdependence theory which shows that cooperation between Indonesia and the Philippines by involving the role of non-governmental organizations and business stakeholders contribute to solve problems and support the successful implementation of the blue economy. Through a qualitative analytic research method, this article finds Indonesia’s diplomacy strategy as the effort to implement blue economy by using Multi-track Diplomacy approach, which focuses on the government (Track I) through the signing of Joint Declaration of Sea Connectivity between the two countries, non-government professional (Track II) through the establishment of the Working Group for Coral Triangle Initiatives involving Non-Governmental Organizations in Indonesia, and business (Track III) through the Coral Triangle Initiatives-Business Forum to the Philippines during the administration of President Joko Widodo in 2014-2017.Artikel ini bertujuan untuk menganalisis strategi diplomasi Indonesia ke Filipina dalam mengaktualisasikan ekonomi biru dari 2014 hingga 2017. Kondisi geografis Indonesia, yang merupakan negara kepulauan terbesar di dunia dan terletak di dalam kawasan segitiga karang menganugerahkan Indonesia dengan potensi laut yang sangat besar dan valuasi tinggi. Indonesia pada masa pemerintahan Presiden Joko Widodo berkomitmen untuk mengembangkan ekonomi mereka dari sektor kelautan menggunakan prinsip ekonomi biru-- pemanfaatan potensi kelautan dengan mempertimbangkan perhitungan jangka panjang antara keberlanjutan sosial dan lingkungan. Penulis menggunakan teori ‘complex interdependence’ yang menunjukkan bahwa kerja sama antara Indonesia dan Filipina dengan melibatkan peran organisasi non-pemerintah dan pemangku kepentingan bisnis berkontribusi untuk memecahkan masalah dan mendukung keberhasilan implementasi ekonomi biru.Menggunakan metodologi penelitian kualitatif, skripsi ini menjelaskan strategi diplomasi Indonesia dalam upaya untuk mengaktualisasikan ekonomi bitu dengan menggunakan langkah Multi-track Diplomacy, dengan fokus dalam kerjasama negara (Track I) melalui penandatanganan Joint Declaration of Sea Connectivity antara kedua negara, organisasi non-pemerintah (Track II) melalui penetapan kelompok kerja untuk kerjasama Coral Triangle Initiative dengan melibatkan organisasi non-pemerintah di Indonesia, dan bisnis (Track III) melalui Forum Bisnis Regional Coral Triangle Initiatives kepada Filipina selama masa administrasi Presiden Joko Widodo tahun 2014-2017.</text>

                <text>The fast progress of mobile devices and the popularity of mobile applications in the market requires complex software to be run on mobile devices without issues. Mobile devices are known as handhelds and they have different characteristics such as size, resolution, battery life and processing power. These are limitations to consider when developing an M-learning application, which can make it difficult to design and develop mobile applications for different mobile devices. Design Patterns, a set of tried and tested solutions for common problems were originally designed for desktop computers, so application of these patterns in M-learning applications might not meet its requirements such as adaptation of the content to the context of the device mobile used by learners. However, mobile design patterns that have been adapted or designed for such an environment can be used to overcome the challenges and limitations of M-learning application development. In this paper we try to propose an approach to engineering design patterns allowing the development of M-learning applications to provide an adapted content taking into account the context of device mobile used by learners. We named these patterns: “Mobile design patterns”.</text>

                <text>Remarkable success has been recorded in the usage of digital watermarking which is aimed at protecting the intellectual property of multimedia content. In this paper, a new tone mapping attack-resistant high dynamic range (HDR) image zero-watermarking algorithm is proposed. In this algorithm extraction of stable and invariant features are extracted for efficient zero-watermarking through the application of the redundant discrete wavelet transform (RDWT) to the HDR image. The first step involves transforming the HDR image to HVS color space, and RDWT is implemented using the V-channel so that the LL sub-band which contains the strong structure contents of the image is obtained. The second step involves dividing the LL sub-band into non-overlapping blocks, which are afterwards subjected to the process of transformation through the use of the singular value decomposition (SVD) so that the U matrix can be extracted. Third, the use of an Auto-Regressive (AR) prediction technique was employed in generating a local relationship model and comparison is done to facilitate the production of a binary feature mask. In the fourth process, hybrid chaotic mapping (HCM) is used to generate blended watermark so that the security of the watermark can be fortified. Lastly, the computation of an effective zero-watermark is achieved through the implementation of an exclusive-or operation on the blended watermark and the binary feature mask. Based on the results, the approach presented in this study demonstrated superior performance in terms of withstanding TM attacks and other attacks associated with image processing.</text>

Achieving multi levels of security system often researchers used cryptography side by side with steganography. Utilizing message digest algorithm to play the role of crypto which is extracted from secret created database. Message digest algorithm (MD5) used two times as one-way function to provide data integrity. The implemented system evaluated based on peak signal to noise ratio (PSNR) metric and the best value reaches 62.46. the proposed system works in adaptive behavior due to the different use of images as well as the selected point could be used to generate the hash code as well. The implemented system reaches up to sufficient level of security through using both steganography and cryptography.</text>
