                <text>On September 14, 2019, at 4.00 am, Saudi Arabia suffered a deadly attack on its Aramco owned oil facility at Abqaiq and Khurais oil field, with, as has been stated in a version, a swarm of 18 small drones and seven cruise missiles. Very highly protected and fortified facilities, in addition to armed guards, the area had six battalions of Patriot defence systems, Oerlikon GDF 35mm cannons equipped with the Skyguard radar and Surface-to-Air- Missiles (SAMs). The targets were designated with pin-point accuracy and, hence, the strikes were most effective. They destroyed nearly 50 percent of the country's global supply of crude. The crude prices rose sharply in the International market that saw the US Secretary of State proclaiming it was an “act of war”– yet without a declaration of war. By exactitude, the perpetrators were unidentified, even the trajectory of the flights of the missiles and drones could not be ascertained; only remnants of the Yemeni Quds 1 missile were displayed. The conjectures are aplenty – from drone swarms, to cruise missiles, to stealth aircraft, and even ground action! It is also a fallout of the usage of modern war weaponry: plausible deniability! This is a manifestation of the 21st century's hybrid warfare.</text>

                <text>In this paper we describe our approach whose objective is to apply MOCOCO concepts to e-learning. After a short presentation of MOCOCO (Mobility, Cooperation, Contextualization) and IMERA (Mobile Interaction in the Augmented Real Environment) principles we will discuss their use in a project called HMTD (Help Me To Do) whose aim is to use wearable computer for a framework of activities of better use, maintenance and repairing of professional appliances. A case study of configuration of wearable computer and its peripherals, taking into account context, in-situ storage, traceability and regulation in these activities finishes this paper.</text>

                <text>India and Nepal share about 1800 square kilometres of porous border, inhabit the majority of their members from the same religious group and have symbiotic interdependent on each other; yet they are engaged into disputes over many issues. It is always alleged by Nepal that India does not consider it as a sovereign country rather as one of its own administrative unit. The basis of this allegation is behaviour of Indian establishment and its epistemic community towards Nepal. The political tensions between the two countries have kept on surfacing at intermittent period and have influenced the water sharing arrangements between the two countries. Nepal alleges that as a powerful country, India exploits Nepal’s natural resources for its own benefit. As a result many of the transboundary river water treaties have not been activated, some have been sternly opposed by the people from the catchment areas, and a few’s future is hanging in the air. To overcome these problems and its dependency on India, many times Nepal has invited other countries to develop its hydropower sector. Amidst all existing differences the two countries share inextricable relationship because of geographical location and shared primordial identity.</text>

                <text>In order to join the European Union (EU) Poland had to meet a wide range of conditions including adoption of acquis communautaire, significant administrative reforms and economic restructuring. This article deals with all these EU-membership commitments which directly influenced the Polish social policy, spanning such areas as free movement of persons (mainly workers), labour law, social dialogue, labour market and social inclusion policies and pensions. These changes - even if incremental and evolutionary - made the Polish welfare state more compatible with the European Social Model. Judging from the experience of Poland, the European Social Model (ESM) is far from vague and meaningless ideology. The ESM has had a significant impact on national social policies which is discernible at four general levels: values and general rules, which engender a welfare state philosophy shared by all Member States; Community-enforced social minimum standards; European-level institutional co-operative procedures; and monetary transfers in the framework of cohesion policy. The impact of the EU is visible to a varying degree – ranging from substantial in the peripheral areas such as gender equality or health and safety at work to purely theoretical in fiscal and monetary matters. The Polish welfare state has been heavily influenced by practical day-to-day administrative and institutional co-operation of Poland with the UE.

                <text>Koolinera is a web-based e-learning application about learning to cook Indonesian culinary dishes. Users are free to choose cooking classes. Culinary in Indonesia is very diverse, so many users feel confused in choosing a cooking class. No specific guidance is given to users on tips for choosing a cooking class. Therefore, it is important to develop a feature that can help users to guide the selection of cooking classes, namely by building a cooking class selection recommendation system. Class recommendations are obtained based on the last class taken by the user. The criteria used to determine the recommendations are the similarity of class names, dominant taste of cuisine, category of cuisine, area of origin, and tutor. The algorithm used is Content-Based Filtering with TF-IDF calculations. The recommendations given to users are a list of six cooking classes. Testing is carried out based on black box testing, expert validation, and user testing. The blackbox test carried out states that all functions are running well. The validity test of the media by the validator got a percentage of 96.52%. User testing in the Usability Tetsing Experience section got a percentage of 85.73%, User Acceptance Testing got a percentage of 83.89% and testing the relevance of the recommendation system got a percentage of 88.69%</text>

                <text>The importance of NGOs and their accomplishments to have influence over the state and the market are applaudable. Despite this, poverty exists, The new liberal developmental model has succeeded to reach only a certain section of the society at the cost of the poor. Michael Edward and David Hulme point out that "one of the most important factors for this is the failure of NGOs to make right linkages between their work at micro level and wider systems and structures of which they form a small part."
The background of the context of co-operation among European agenies raises the following questions: How to reach the poorest?; How could NGO interventions protect the poor in the light of Macro Economic policy shifts?; How could NGO intervention have a greater impact?; How could NGO initiative become sustainable?; Are NGO's really cost effective ?; How to arrive at synergy from all the actors working for poverty alivation?; These are some of the challenges that provide the background to the context of co-operation among European agencies which has been discussed in depth in this article.</text>

                <text>The promising agenda of EU-Russia cooperation has resulted in mutual frustration manifested in continuous, paradoxical crises and isolation between the partners. This article offers a possible way to reflect on an uneasy EU-Russia relationship. In this study, I make problems in EU-Russia cooperation discursively visible by scrutinizing the official speech acts articulated in EU-Russia political and security discourse. I demonstrate that these official speech acts create conditions for a responsive dialogue and, eventually, form a set of prevalent discursive practices that re-produce and reinforce problems in EU-Russia cooperation. Blending Bakhtin‟s dialogic analysis and Onuf‟s constructivist accounts, I strike a balance between theoretical and empirical analyses and develop a model for understanding current and possible future events in the EU-Russia partnership. This model of international cooperation can be transferable beyond its borders to similar examples of relationships currently existing all over the world.
