Since then, enthusiasm for such predictions has dampened, and though the fundamental assumption of reunification remains, predictions of when and how this will happen have been more restrained. Reunification leaves two unresolved yet interdependent issues: reunification itself, which is the urgent challenge; and the strategic issues that emerge from reunification, which have the potential to fundamentally transform strategic relations in the region of Northeast Asia. Within this context, this paper examines the prospects of Korean reunification against the background of the interstate relations. Initially, it will establish the framework from which such scenarios will emerge: the historical background of the division, the extreme differences between the two states, the role played by the North Korean nuclear threats and the impact of the September 11, 2001 on the interstate relations, and finally general situation and relations in the East Asian region. Then, three possible scenarios of the unification will be developed: through peaceful integration, through the fall of North Korea or through a war. Summing up, even the death of Kim Jong Il will not bring change in the domestic and foreign policy of North Korea which is going to continue an aggressive approach toward the South. In the short-term reunification is definitely not in the interest of the current ROK administration, and the South has no intention of encouraging it. None of the considered scenarios envisions early reunification, and it seems that for the future, the status quo on the Korean Peninsula will remain. It finds that the respective regulations are designed similarly, but differ in some details. The Canadian regulation, for instance, prevents citizenship from being passed on to the second generation born abroad, whereas the German rule offers an opportunity to retain citizenship without seriously giving proof of a link to the country. From a normative point of view, there are good reasons to delimit the acquisition of citizenship abroad, but also for an opportunity to retain citizenship if people have a genuine link to the state and its political system. The regulations of each country show deficits in this respect. They must often operate in environments of significant uncertainty, with changing policy aims and legislative provisions that fail to ‘move with the times’. Rather than engaging with robust, let alone radical theoretical examination of their actions and structure, regulatory organisations struggle to enforce laws in communities affected by technological or systemic change, often leading to claims of overcriminalisation, inadequacy, regulatory overreach or inconsistency. This article suggests that dealing with disruptive criminality solely through legal instruments is a policy failure. Instead, a radical new framework is proposed, embedded in cybernetics (a transdiscplinary approach to exploring regulatory systems). Such a framework — systemic governance — offers a substantially altered way of managing regulatory relationships that resists disruptive change and challenges regulators to find new ways of engaging with the population they seek to influence. Several states start to doubt and leave international treaties, agreements, organizations, and institutions. This circumstance led into the speculation of “Multilateralism Collapse". Yet, there is only a small number of International Relations scholars who attempt to detect the general pattern that indicate the fundamental reason of relevant states to withdraw from multilateralism manifestation. Hence, this study is a preliminary attempt to fill the gap by providing a concrete explanation on the reason why the multilateralism is failing. This paper argues that the growing cynicism among the relation of international actors is served to be the reason of multilateralism free fall. There are two types of cynicism which this paper has discovered, the cynicism as a trigger and cynicism as a statement. Cynicism as a trigger tracked whereby the relevant state’s withdrawal from the multilateralism manifestation is merely caused by a sense of distrust. On the other hand, cynicism as a statement is the expression of relevant states to justify its withdrawal action and distract world’s attention from its hidden interest. Since this study requires a specific and deep interpretation on sets of event and data, the utilization of qualitative method was considered effective. Autobiographical accounts as well as testimonies by Dalit writers from all over India have already been looked at as genres that locate personal as well as the suffering of a mass of people within the larger discourse of human rights. The present paper attempts to examine literary narratives by Dalits and place them as evidence of atrocities committed against them. The paper will also look closely at Dalit stories as typifying the Dalit lived experience. The stories also throw light on the rich and varied culture of these subaltern castes. It is worth noting that there seems to be a hierarchy even among the various kinds of Dalits. The literature analysed will cover stories that show the range of experiences and the cultural identity of the Dalits. The Dalit literary narrative will be looked at as a document that records the suffering of the marginalised and, therefore, as something that is different from a sociological study of the Dalits as an oppressed class. Themes like the right to property and the right to be treated with respect will be looked at. Issues like the Dalit woman as being a victim of double marginalisation will also be part of the focus of this paper.
